RMKS/1.  NAVAL HELICOPTER ASSOCIATION (NHA) WILL HOLD ITS ANNUAL SYMPOSIUM IN 
SAN DIEGO, CA, FROM 9-12 MAY 2011.  THIS YEAR'S NHA SYMPOSIUM FOCUSES ON 
HELICOPTER MISSION EXPANSION, NEW WEAPON SYSTEMS TO SUPPORT THOSE MISSIONS, 
THE WAR AGAINST TERRORISM, AND WILL DISCUSS FUTURE PLANS INCLUDING CONCEPT OF 
OPERATIONS AND COMMUNITY REALIGNMENT.

2.  NHA CONSISTS OF OVER 3,000 ACTIVE DUTY, RESERVE, RETIRED AND CORPORATE 
MEMBERS AND IS DEDICATED TO THE GOAL OF ENHANCING THE PROFESSIONALISM OF 
MILITARY MEMBERS WORKING IN THE FIELD OF ROTARY-WING AVIATION.  THE NHA ANNUAL 
SYMPOSIUM PROVIDES THE OPPORTUNITY FOR DISCUSSION OF A BROAD RANGE OF 
PROFESSIONAL AND CAREER ISSUES OF INTEREST AND CONCERN TO ITS EXTENSIVE AND 
DIVERSE MEMBERSHIP.  IT IS A FORUM WHERE MEMBERS WORK TOGETHER TO DISCUSS 
CURRENT ISSUES AND IDENTIFY AND DEVELOP INNOVATIVE SOLUTIONS TO FUTURE 
CHALLENGES FACING THE NAVAL ROTARY-WING COMMUNITY.

3.  PER REFS A AND B, COMMANDING OFFICERS MAY ISSUE ORDERS FOR ATTENDANCE AT 
GOVERNMENT EXPENSE AFTER DETERMINING THAT THE EXPENSES, INCLUDING FEES, TRAVEL 
COSTS AND OTHER COSTS ATTRIBUTABLE TO PARTICIPATION, JUSTIFY THE OBJECTIVES TO 
BE ACHIEVED.  GOVERNMENT EXPENSE SHOULD BE MINIMIZED BY DESIGNATING THE 
MINIMUM NUMBER OF PARTICIPANTS NECESSARY TO ACQUIRE AND RELATE INFORMATION 
FROM THE MEETING TO OTHER MEMBERS OF THE ORGANIZATION.  TAD ORDERS MAY COVER 
EXPENSES INCIDENT TO ATTENDANCE AT AND PARTICIPATION IN THE CONFERENCE 
INCLUDING TRANSPORTATION, PER DIEM, AND REGISTRATION FEES IAW JFTR AND JTR.  
IF FUNDS ARE NOT AVAILABLE, PERMISSIVE TAD ORDERS MAY BE ISSUED.

4.  IN ORDER TO ACHIEVE THE MOST COST-EFFECTIVE TRANSPORTATION AVAILABLE, 
CONSOLIDATION OF SYMPOSIUM TRANSPORTATION REQUIREMENTS IS STRONGLY ENCOURAGED.  
USE OF GOVERNMENT TRANSPORTATION FOR ATTENDEES ON FUNDED ORDERS IS RECOMMENDED 
SUBJECT TO THE FOLLOWING
GUIDELINES:
A.  AIRLIFT WILL BE REQUESTED AND SCHEDULED PER APPLICABLE INSTRUCTIONS AND 
DIRECTIVES.  THIS NAVADMIN WILL NOT SERVE AS A BLANKET AUTHORIZATION FOR THE 
USE OF MILITARY AIR.
B.  AIRLIFT NOT TO INTERFERE WITH FLEET REQUIREMENTS OR OTHER HIGHER 
PRIORITIES.
C.  SUBJECT TO THE PRIORITY SYSTEM SET FORTH IN THE AIR TRANSPORTATION 
ELIGIBILITY REGULATIONS, SPACE AVAILABLE TRAVEL MAY BE USED FOR NHA ATTENDEES 
ON PERMISSIVE TAD ORDERS.
D.  REQUEST COMNAVAIRPAC, COMNAVAIRLANT, CNATRA, AND COMNAVAIRRESFOR, 
DESIGNATE A SINGLE POC FOR ALL TRANSPORTATION COORDINATION.
