RMKS/1. COMMUNICATING ABOUT THE NAVY'S PEOPLE, PROGRAMS AND POLICIES IS THE
PRIMARY MISSION OF SAILORS IN THE MASS COMMUNICATION SPECIALIST (MC) RATING.
THE COMMUNICATION ENVIRONMENT IN WHICH THEY OPERATE IS HIGHLY SATURATED WITH
COMPETING INFORMATION AND MESSAGES.
TO SUPPORT A STRONG NAVY PRESENCE IN THE CROWDED INFORMATION SPACE, MC'S WITH
ADVANCED VISUAL COMMUNICATION SKILLS ARE NEEDED TO CREATE AND DISSEMINATE
COMPELLING VISUAL STORIES ABOUT OUR SAILORS AND ORGANIZATIONS WHO OPERATE
ACROSS THE GLOBE. TO DEVELOP THESE MC CAPABILITIES, THE NAVY PARTICIPATES IN
THE ADVANCED NAVY VISUAL JOURNALISM TRAINING PROGRAM, CURRENTLY AT THE S.I.
NEWHOUSE SCHOOL OF PUBLIC COMMUNICATIONS AT SYRACUSE UNIVERSITY. SAILORS WHO
COMPLETE THIS PROGRAM GO ON TO SERVE IN THE MOST CHALLENGING BILLETS, TRAIN
AND MENTOR FELLOW MC'S AND ULTIMATELY TAKE A LEADING ROLE IN HOW THE NAVY
COMMUNICATES. GRADUATES OF THE PROGRAM EARN 33 CREDIT HOURS AND THE NEC 8144
(MOTION MEDIA) OR 8148 (PHOTOJOURNALISM).
2. THE NAVY IS SOLICITING APPLICATIONS FROM MC'S FOR THE ADVANCED NAVY VISUAL
JOURNALISM TRAINING PROGRAM FOR THE ACADEMIC YEAR 2012-2013. THE PROGRAM
OFFERS TWO COURSES OF STUDY: PHOTOJOURNALISM (COURSE NO. S-400-2013) AND
MOTION MEDIA (COURSE NO. S-400-2014).
THE CLASS REPORTING DATE FOR BOTH COURSES IS TENTATIVELY SCHEDULED FOR JULY
23, 2012 WITH A PROJECTED GRADUATION DATE OF MAY 2, 2013.
3. APPLICATIONS MUST BE SUBMITTED ELECTRONICALLY AND RECEIVED NO LATER THAN
MARCH 23, 2012. CONTACT POC FOR APPLICATION SUBMISSION GUIDELINES.
4. PRIOR TO SUBMITTING A PACKAGE FOR CONSIDERATION, APPLICANTS MUST:
A. HAVE A PERFORM-TO-SERVE QUOTA FOR THE MC RATING PRIOR TO THE ISSUANCE OF
PERMANENT CHANGE OF STATION ORDERS TO THE SCHOOL.
SELECTION TO THE PROGRAM DOES NOT GUARANTEE DISTRIBUTION OF A PTS QUOTA AND IS
NOT CONSIDERED PART OF AN INDIVIDUAL'S PERFORMANCE INDICATOR IN THE FLEET RIDE
PTS PROCESS.
B. BE ABLE TO OBLISERVE FOR THREE YEARS PAST THE GRADUATION DATE.
C. NOT BE PROJECTED TO HAVE PASSED HIGH YEAR TENURE DATE BEFORE JUNE 2016.
D. FAVORABLE COMMAND ENDORSED NAVPERS FORM 1306/7.
E. NO PFA FAILURES IN PAST 36 MONTHS.
F. NO HISTORY OF NJP VIOLATIONS OR CIVIL CONVICTIONS IN PAST 36 MONTHS.
G. BE ELIGIBLE FOR A SECRET CLEARANCE.
NOTE: PARENT COMMANDS ARE RESPONSIBLE FOR ELIGIBILITY VERIFICATION OF
CANDIDATES AND SUBMISSION OF APPLICABLE WAIVERS. APPLICANTS CURRENTLY UNDER
ORDERS MAY APPLY AND WILL BE CONSIDERED ON A CASE-BY-CASE BASIS. APPLICANTS
WHO HAVE EXECUTED ORDERS AND ARE EN ROUTE TO THEIR NEXT COMMAND ARE NOT

5. COURSE SCOPE, PREREQUISITES, AND PORTFOLIO/SHOW REEL REQUIREMENTS ARE FOUND
IN THE CANTRAC WHICH CAN BE ACCESSED VIA THE PROFESSIONAL DEVELOPMENT SECTION
OF THE NAVY EDUCATION AND TRAINING COMMAND WEBSITE AT

6. DUE TO COURSE LENGTH OF NINE MONTHS, MOTION MEDIA AND PHOTOJOURNALISM,
COURSES ARE PCS TRANSFERS AND REQUIRE COMPLETION OF A TWO YEAR MINIMUM TIME ON
STATION PCS AT CURRENT COMMAND PRIOR TO TRANSFER. PRIMARY CONSIDERATION WILL
BE GIVEN TO APPLICANTS WITH A PROJECTED ROTATION DATE IN FY 12. BUPERS-32 WILL
SCREEN RECORDS PRIOR TO FINAL SELECTION BY CHINFO.
7. WAIVERS OF PREREQUISITES, SUCH AS TIME IN SERVICE AND PAY GRADE WILL BE
CONSIDERED ON A CASE-BY-CASE BASIS. COMMANDING OFFICERS SHOULD ADDRESS
APPLICANT'S MATURITY, ABILITY TO WORK INDEPENDENTLY, FINANCIAL SECURITY, AND
ACADEMIC ABILITY WHEN RECOMMENDING A NOMINEE, PARTICULARLY WHEN REQUESTING
WAIVERS.
8. SELECTEES WILL BE NOTIFIED VIA NAVAL MESSAGE ON OR ABOUT APRIL 30, 2012.
9. IT IS HIGHLY RECOMMENDED ALL APPLICANTS SEEK THE GUIDANCE OF A PROGRAM
GRADUATE TO MENTOR THEM IN PORTFOLIO/SHOW REEL DEVELOPMENT.
