RMKS/1. THIS NAVADMIN ANNOUNCES THE CLOSURE OF ALL REMAINING
CORRECTIONAL CUSTODY UNITS (CCU) EFFECTIVE 31 MARCH 2009. THE CCU
PROGRAM WAS AN OPTION MAINTAINED IN SOME AREAS FOR COMMANDING OFFICERS
AND AUTHORIZED OFFICERS-IN-CHARGE TO ASSIGN AT NON-JUDICIAL PUNISHMENT
FOR MINOR DISCIPLINARY INFRACTIONS.
A BUSINESS CASE ANALYSIS (BCA) DEMONSTRATED CCU AVERAGE UTILIZATION OF
ONLY 23 PERCENT (400 PER YEAR FOR A CAPACITY OF 1,728 BEDS), AND THAT
SOME REGIONS HAVE OPERATED SUCCESSFULLY WITHOUT A CCU CAPABILITY.
2. CORRECTIONAL CUSTODY UNITS ON THE FOLLOWING INSTALLATIONS WILL
CLOSE: FLEET ACTIVITIES YOKOSUKA, NAVAL AIR STATION JACKSONVILLE,
NAVAL AIR STATION PENSACOLA, NAVAL BASE KITSAP, NAVAL STATION NORFOLK,
AND NAVAL STATION PEARL HARBOR.
