RMKS/1.  This NAVADMIN announces the FY-13 Navy (non-career) Linguists, 
Language Professionals and Command Language Program of the Year.

2.  All nominees deserve congratulations for their successful use of foreign 
language skills as key operational enablers.  Having considered all entries, 
it is my distinct pleasure to announce Navy's FY-13 award winners:
    a.  Command Language Program of the Year:  Information Dominance Corps 
Reserve Command.
    b.  Language Professional of the Year:  CTI1 Clinton Reach, Defense 
Threat Reduction Agency.
    c.  Senior Language Professional of the Year:  CTIC Pamela Devoto, Center 
for Information Dominance Unit, Monterey.
    d.  Civilian Language Professional of the Year:  Mr. William Ford, Jr., 
Office of Naval Intelligence.
    e.  Linguist of the Year (non-career):  HM1 Feng Xu, Naval Medical 
Center, San Diego.
    f.  Officer Linguist of the Year (non-career):  LCDR Matthew Meyers, 
Helicopter Sea Combat Squadron TWELVE.

3.  It is important to recognize the role that language, regional expertise, 
and culture (LREC) play in modern naval operations.  In today's operational 
environment, LREC is central to everything from Humanitarian Operations to 
building lasting relationships with our foreign partners.  LREC's importance 
is clearly evident in the contributions of the winners listed above as well 
as those of their competition.

4.  I extend my sincere appreciation for the continuing support of these 
vital Navy language programs and outstanding Sailors.  To our award winners, 
thank you for your ongoing dedication and professionalism.  Please accept my 
congratulations for a job exceptionally well done.
