RMKS/1. THIS NAVADMIN ANNOUNCES THE RELEASE OF REF A, ESTABLISHING
RESPONSIBILITIES FOR SUPPORTING THE UNITED STATES CENSUS BUREAU, AND
PROVIDES ADDITIONAL INFORMATION ON THE MAJOR OPERATIONS THAT WILL BE
CONDUCTED DURING THE 2010 CENSUS.
2. A NATIONAL CENSUS IS CONDUCTED EVERY TEN YEARS. CENSUS INFORMATION
PROVIDES A BASIS FOR FEDERAL, STATE, AND LOCAL GOVERNMENT DECISION
MAKING REGARDING GOVERNMENT PROGRAMS AS WELL AS RESOURCE ALLOCATION.
U.S. CENSUS RESULTS ARE ALSO USED TO CREATE LOCAL DISTRICTS FOR
ELECTIONS AND DETERMINE WHERE TO LOCATE NEW HOUSING, BUSINESSES, AND
PUBLIC INSTITUTIONS.
PARTICIPATING IN THE CENSUS IS REQUIRED OF U.S. MILITARY PERSONNEL.
3. CENSUS ENUMERATION WILL BE CONDUCTED ONBOARD ALL SHIPS, AND AT ALL
LIVING QUARTERS (E.G., FAMILY HOUSING, BACHELOR QUARTERS, TRANSITORY
QUARTERS), ON NAVAL INSTALLATIONS IN THE UNITED STATES, GUAM, AND
PUERTO RICO.
4. RESPONSIBILITIES:
A. DEPUTY CHIEF OF NAVAL OPERATIONS (MANPOWER, PERSONNEL, TRAINING
AND EDUCATION) (N1) WILL BE THE NAVY LIAISON WITH THE CENSUS BUREAU AND
COORDINATE ALL CENSUS OPERATIONS WITHIN THE NAVY.
B. COMMANDER, U.S. FLEET FORCES WILL COORDINATE CENSUS PROCEDURES
FOR SHIPS.
C. COMMANDER, NAVY INSTALLATIONS COMMAND (CNIC) WILL COORDINATE
CENSUS PROCEDURES FOR SHORE INSTALLATION LIVING QUARTERS.
D. COMMANDER, NAVY PERSONNEL COMMAND (PERS-00D) WILL COORDINATE
CENSUS PROCEDURES FOR CONFINEMENT FACILITIES.
E. BUREAU OF MEDICINE AND SURGERY WILL COORDINATE CENSUS
PROCEDURES FOR MEDICAL TREATMENT FACILITIES.
F. SUPERINTENDENT, U.S. NAVAL ACADEMY WILL COORDINATE CENSUS
PROCEDURES FOR NAVAL ACADEMY DORMITORIES.
G. COMMANDERS AND COMMANDING OFFICERS WILL SUPPORT THE NAVY'S
EFFORTS TO COLLECT CENSUS BUREAU SURVEYS.
5. THE ACTUAL 2010 CENSUS ENUMERATION OCCURS IN APRIL 2010. A
SCHEDULE OF MAJOR CENSUS OPERATIONS FOLLOWS:
A. ADDRESS CANVASSING (6 APR 09 - 17 JUL 09)
B. GROUP QUARTERS VALIDATION (28 SEP 09 - 23 OCT 09)
C. GROUP QUARTERS ADVANCE VISIT (1 FEB 10 - 19 MAR 10)
D. ENUMERATION OF TRANSITORY LOCATIONS (22 MAR 10 - 16 APR 10)
E. GROUP QUARTERS AND SHIPBOARD ENUMERATION (1 APR 10 - 21 MAY 10)
6. THE INITIAL PHASES OF THE 2010 CENSUS WILL IMPACT INSTALLATION
COMMANDERS.
CNIC WILL PROVIDE ADDITIONAL GUIDANCE VIA SEPARATE CORRESPONDENCE.
7. CONDUCTING THE CENSUS IS A HUGE UNDERTAKING THAT DEMANDS A LARGE
WORKFORCE.
