RMKS/1.  This NAVADMIN directs the implementation of a high risk for violence 
and coordinated community response (HRV-CCR) team to monitor risk in child 
and spouse abuse cases when there is a threat of immediate and serious harm.  
The purpose of the HRV-CCR team is to provide a coordinated community 
response as detailed in reference (a) in order to reduce family violence.  
Reference (b) provides guidance to protect and assist actual or alleged 
victims of domestic or child abuse.

2.  The HRV-CCR team must be activated when, in the judgment of the family 
advocacy representative (FAR), there is a threat of immediate and serious 
harm to Service Members, family members, or unmarried intimate partners.  
Membership should include a representative from the command(s) of the alleged 
victim and offender, Fleet and Family Support Center, staff judge advocate or 
regional legal service office, military treatment facility, Chaplain, Naval 
Criminal Investigative Service, base security, and military and civilian 
service organizations.

3.  The HRV-CCR provides rapid assistance, case coordination including 
ongoing safety planning, risk assessments, and case management.  The team 
must monitor safety and risk reductions actions put in place as a result of a 
high risk situation.  Meetings must be scheduled as needed to ensure risks 
are reduced and client care has been appropriately coordinated and resolved.

4.  Commander, Navy Installations Command will develop implementation 
procedures within 60 days of the release of this NAVADMIN.  Installation FARs 
will be directed to provide coordinated comprehensive intervention, 
assessment and support to suspected or alleged victims and offenders where 
risk of harm is imminent.

5.  All commanders must ensure command participation in the HRV-CCR.
