DEVELOPMENT AND TRAINING CONFERENCE FROM 16-20 JULY
2007 AT THE NAVAL AMPHIBIOUS BASE, CORONADO, CA. THIS YEAR'S THEME IS
"NATIONAL NAVAL OFFICERS ASSOCIATION: DEVELOPING AMERICA S FUTURE
LEADERS."
2. DIVERSITY IS CRITICAL TO MISSION ACCOMPLISHMENT - EVERYONE IN OUR
NAVY BRINGS THEIR INDIVIDUAL CAPABILITIES AND TALENTS TO THE COLLECTIVE
EFFORT, WHICH INFUSES NEW IDEAS AND DIVERSITY OF THOUGHT AND MAKES US
STRONGER. AS LEADERS, WE MUST ENCOURAGE A CULTURE THAT EMBRACES OUR
DIVERSITY; IT IS HOW WE WILL RECRUIT AND RETAIN LEADERS FROM THROUGHOUT
OUR NATION AND OUR NAVY. ACCORDINGLY, I REQUEST YOU SUPPORT ATTENDANCE
AND PARTICIPATION AT THIS YEAR'S NATIONAL NAVAL OFFICERS ASSOCIATION S
NATIONAL PROFESSIONAL DEVELOPMENT AND TRAINING CONFERENCE, AS WELL AS
OTHER DIVERSITY CONFERENCES SUPPORTED BY THE NAVY.
3. THE PRIMARY MISSION OF THE NATIONAL NAVAL OFFICERS ASSOCIATION IS
TO ASSIST THE NAVY, COAST GUARD, AND MARINE CORPS IN RECRUITMENT,
RETENTION, AND PROFESSIONAL DEVELOPMENT OF MINORITY OFFICERS. THE
ASSOCIATION ACCOMPLISHES THIS MISSION THROUGH POSITIVE IMAGE
ENHANCEMENT IN MINORITY COMMUNITIES AND EDUCATIONAL INSTITUTIONS,
AND BY DEVELOPING THE CAREERS OF OFFICERS THROUGH TRAINING,
MENTORING,AND NETWORKING. THE CONFERENCE INCLUDES EDUCATIONAL AND
DEVELOPMENTAL SESSIONS DESIGNED TO ENHANCE THE PROFESSIONAL KNOWLEDGE
OF ATTENDEES.
4. CONFERENCE UNIFORM FOR NAVY PERSONNEL WILL BE SUMMER WHITE AND COAT
AND TIE FOR CIVILIANS. NAVY UNIFORM FOR THE FORMAL BANQUET WILL BE
DINNER DRESS WHITE JACKET (OR OPTIONAL SERVICE DRESS WHITE FOR O-3 AND
BELOW) AND BLACK TIE (OR EQUIVALENT) FOR CIVILIANS AND GUESTS.
5. USE OF COMMAND TRAVEL FUNDS IS AUTHORIZED. IF COMMAND TRAVEL FUNDS
ARE NOT AVAILABLE, NO-COST TEMPORARY ADDITIONAL DUTY ORDERS MAY BE
ISSUED. USE OF AVAILABLE GOVERNMENT TRANSPORTATION IS ENCOURAGED TO
ENHANCE CONFERENCE PARTICIPATION AND TO HELP DEFRAY THE COST OF
TEMPORARY ADDITIONAL DUTY ORDERS.
