RMKS/1. This NAVADMIN announces procedures for FY-17 for reserve officers
seeking a change of designator to Reserve Judge Advocate Generals Corps
(JAGC). Career-motivated reserve officers with the requisite education and
professional experience are encouraged to submit a request for change of
designator to Reserve JAGC (2505) as directed by references (a), (b), and
this NAVADMIN. Where information differs between this NAVADMIN and
references (a) through (c), this NAVADMIN takes precedence.
2. Reserve officer applicants seeking redesignation to Reserve JAGC must
meet the following minimum eligibility requirements:
a. Have obtained a law degree (Juris Doctor) from an American Bar
Association (ABA) approved law school under provisions established by the ABA
at the time of the graduation of the applicants.
b. Be admitted to practice before a Federal court or the highest court
of a state, territory, commonwealth, or the District of Columbia.
c. Be in the grade of lieutenant commander (LCDR) or below.
d. Have at least 1 year of cumulative active-duty service.
e. Agree to serve in a selected reserve status for at least 3 years
computed from the date of appointment in the Reserve JAGC.
f. Agree to complete the 10-week Naval Justice School Basic Lawyer
Course located in Newport, RI, within 6 months of the date of selection for
change of designator to Reserve JAGC.
3. Officers chosen for redesignation to the Reserve JAGC will be credited
with 1 day of service credit for each day of prior service as a commissioned
officer, performed as a regular or reserve officer in an active status in any
uniformed service up to a maximum entry grade of LCDR with 2 and 1-half
years, time-in-grade.
4. Officers seeking redesignation in FY-17 to the Reserve JAGC must submit
requests no later than 5 June 2017. A panel of Reserve JAGC representatives
will review requests to determine selections based on current requirements
and needs of the Reserve JAGC. The request should be in the format set forth
in figure 9-1, chapter 9 of reference (b). Applicants must include as
enclosures copies of their 5 most recent fitness reports and a copy of their
officer summary record and performance summary record. In addition, selected
applicants must provide evidence of receipt of a law degree from an ABA
accredited law school and proof of current good standing from their licensing
authority.
5. The JAGC reserve community will review applicants for a change of
designator to Reserve JAGC based on the following:
a. Completeness and quality of the application.
b. Command endorsement.
c. Quality of academic and military records.
d. Civilian employment experience.
e. Breadth of military experience.
6. Prior to designator change, reserve officer community managers will
review applicant records to ensure releasing community health is not
negatively impacted.
7. Application packages must be submitted to the Navy Personnel Command
Customer Service Center. Preferred method of submission is by encrypted e
mail, but applicants may also submit packages via regular mail, Federal
Express (FEDEX), or United Parcel Service (UPS).
