RMKS/1.  IT IS WITH DEEP SADNESS THAT I REPORT THE PASSING OF VICE 
ADMIRAL ROBERT T. MOELLER, USN(RET) ON 28 MARCH 2011.  BOB WAS THE 
CONSUMMATE PROFESSIONAL WHO SERVED OUR NATION FOR 36 YEARS.  HE WAS A 
DEDICATED HUSBAND, WONDERFUL FRIEND, SHIPMATE, AND FATHER WHOSE LIFE 
LEFT AN INDELIBLE MARK ON ALL HE TOUCHED.  WHILE HIS PASSING IS A 
TREMENDOUS LOSS TO THE NAVY FAMILY, WE TAKE PAUSE AND CELEBRATE HIS 
REMARKABLE LIFE.
2.  VADM MOELLER WAS A CLASS OF 1974 NROTC GRADUATE OF 
NOTRE DAME UNIVERSITY.  AN ACCOMPLISHED SURFACE WARFARE 
OFFICER, HE SERVED IN NUMEROUS FRIGATES AND CRUISERS INCLUDING 
COMMAND OF USS BELKNAP (CG 26) AND USS PORT ROYAL (CG 73).  IN 
COMMAND, HE PARTICIPATED IN THE INITIAL PARTNERSHIP FOR PEACE, UNITED
NATIONS-NORTH ATLANTIC TREATY ORGANIZATION (NATO) OPERATIONS "PROVIDE 
PROMISE" AND "DENY FLIGHT," AND THE FIRST U.S. NAVY VISITS TO ODESSA, 
UKRAINE, AND NOVOROSSIYSK, RUSSIA.  WHILE COMMANDING PORT ROYAL HE 
INTRODUCED THE NAVY'S FIRST THEATER BALLISTIC MISSILE DEFENSE 
CAPABILITY.  AS A FLAG OFFICER, VADM MOELLER COMMANDED CRUISER 
DESTROYER GROUP ONE AND THE RONALD REAGAN STRIKE GROUP.  HE SERVED AS 
DIRECTOR, STRATEGY, PLANS AND POLICY (J5) AND SPECIAL ASSISTANT TO 
THE COMMANDER AT U.S. CENTRAL COMMAND; AND AS DEPUTY FOR MILITARY 
OPERATIONS, U.S. AFRICA COMMAND, WHERE HE SERVED UNTIL HIS RETIREMENT 
IN APRIL 2010.
3.  AFTER RETIREMENT, VADM MOELLER CONTINUED HIS LIFE OF DEDICATED 
SERVICE JOINING THE AFRICA CENTER FOR STRATEGIC STUDIES WHERE HE 
PURSUED POLICY-DIRECTED RESEARCH ON AFRICAN SECURITY ISSUES.
4.  VADM MOELLER IS SURVIVED BY HIS WIFE MARY "SPARKS" AND TWO 
DAUGHTERS.
5.  RELEASED BY ADMIRAL G. ROUGHEAD, CHIEF OF NAVAL OPERATIONS.//
