RMKS/1. THIS NAVADMIN HIGHLIGHTS
THE UNITED STATES CITIZENSHIP PROGRAM FOR NAVY MEMBERS. REFS A AND B
PROVIDE FOR THE EXPEDITED NATURALIZATION OF SERVICE MEMBERS HONORABLY
SERVING IN THE UNITED STATES ARMED FORCES.
ANY SERVICE MEMBER WHO HAS SERVED HONORABLY IN THE UNITED STATES ARMED
FORCES DURING PERIODS OF MILITARY HOSTILITIES, INCLUDING PERIODS
DESIGNATED BY THE PRESIDENT IN AN EXECUTIVE ORDER, ARE ELIGIBLE FOR
EXPEDITED NATURALIZATION.
2. REF C CURRENTLY WAIVES THE ONE YEAR WAITING PERIOD IN REF A AND
PROVIDES THAT NON U.S. CITIZENS HONORABLY SERVING IN THE UNITED STATES
ARMED FORCES ON OR AFTER 11 SEPTEMBER 2001, ARE ELIGIBLE FOR A WAIVER
OF THE ENTIRE WAITING PERIOD AND ARE ELIGIBLE FOR EXPEDITED CITIZENSHIP.
LEGAL PERMANENT RESIDENT STATUS IS REQUIRED. ALL OTHER REQUIREMENTS
FOR NATURALIZATION APPLY. AS OF 1 OCTOBER 2004, THE FILING FEE FOR
SERVICE MEMBERS (CURRENTLY 675 DOLLARS FOR THOSE STATIONED IN THE
UNITED STATES) WILL BE WAIVED.
ADDITIONALLY, BOTH THE INTERVIEW AND OATH CEREMONIES MAY BE CONDUCTED
OVERSEAS FOR THE SERVICE MEMBER SERVING ABROAD.
3. TO ENSURE THE MAXIMUM NUMBER OF ELIGIBLE SERVICE MEMBERS RECEIVE
ASSISTANCE IN SUBMITTING THEIR APPLICATIONS, COMMANDING OFFICERS SHALL
ENSURE THAT A COMMAND REPRESENTATIVE WITH RESPONSIBILITY FOR PROVIDING
HANDS-ON ASSISTANCE TO SERVICE MEMBERS APPLYING FOR CITIZENSHIP IS
APPOINTED AND PERFORMS HIS OR HER RESPONSIBILITIES PER REFS D, E AND F.
THE COMMAND REPRESENTATIVE SHALL ENSURE ALL FOREIGN BORN SERVICE
MEMBERS IN HIS OR HER COMMAND ARE BRIEFED ON THE APPLICATION PROCEDURES
FOR CITIZENSHIP.
THE PROPER SUBMISSION OF THE REQUIRED PAPERWORK IS ESSENTIAL IF
PROCESSING TIMES ARE TO BE FURTHER REDUCED.
COMMANDING OFFICERS SHOULD ENSURE THAT COMMAND REPRESENTATIVES ARE
FAMILIAR WITH THE "U.S. NAVY GUIDE TO NATURALIZATION APPLICATIONS BASED
UPON QUALIFYING MILITARY

AND WILL PROVIDE PUBLICATIONS, RESOURCES AND TRAINING TO ASSIST ALL
COMMAND REPRESENTATIVES. COMMAND REPRESENTATIVES WILL SERVE AS THE
LIAISON BETWEEN THE INDIVIDUAL SERVICE MEMBER AND THE OFFICE OF THE
