NARR/REF A IS FAMILY READINESS GROUP POLICY GUIDANCE. REF B IS THE
FAMILY READINESS GROUP HANDBOOK//
RMKS/1. THIS NAVADMIN ANNOUNCES THE RELEASE OF THE REVISED FAMILY
READINESS GROUP (FRG) INSTRUCTION (REF A) AND HANDBOOK (REF B) THAT
ESTABLISH POLICY, PROCEDURES AND EXECUTION GUIDANCE FOR FRGS. THE
CHANGES TO THE INSTRUCTION ARE A RESULT OF FEEDBACK FROM FLEET AND
SPOUSE FOCUS GROUPS AND CLARIFY GUIDANCE ON ROLES AND
RESPONSIBILITIES RELATING TO FRGS INCLUDING THE DUTIES OF
COMMANDING OFFICERS AND OMBUDSMEN. THE INSTRUCTION IS A COMPLETE
REVISION AND SHOULD BE READ IN ITS ENTIRETY.
2. FRGS ARE A FUNDAMENTAL PART OF THE MILITARY SUPPORT SERVICE
NETWORK. CONSISTING OF FAMILY MEMBERS, SAILORS, AND CIVILIANS
CONNECTED TO THE COMMAND, THEY ARE DESIGNED TO INCREASE THE
RESILIENCY OF SAILORS AND THEIR FAMILIES WHILE MITIGATING THE
STRESSES OF DEPLOYMENT. FRGS PLAN AND CONDUCT INFORMATIONAL AND
SOCIAL ACTIVITIES TO ENHANCE FAMILY PREPAREDNESS AND COMMAND
MISSION READINESS.
3. THE MAJOR CHANGE IN REF A INCLUDES THE ADDITION OF THE FRG
HANDBOOK THAT PROVIDES INFORMATION AND IDEAS FOR ESTABLISHING AND
MAINTAINING SUCCESSFUL FRGS. THE FRG HANDBOOK CAN BE DOWNLOADED AT

4. SPECIFICALLY THE REVISION INCLUDES:
A. STRUCTURE, DEFINITION AND PURPOSE OF AN FRG, INCLUDING
INFORMATION ON OFFICERS AND MEMBERSHIP.
B. SAMPLE BY-LAWS.
C. INFORMATION TO ASSIST COMMANDS AND FRGS IN ESTABLISHING
APPROPRIATE SUPPORT.
D. GUIDANCE ON THE USE OF THE COMMAND NAME IN THE FRG NAME.
E. GUIDANCE ON FUNDRAISING AS A PRIVATE ORGANIZATION.
5. EACH COMMANDING OFFICER SHALL REVIEW AND REVISE THEIR COMMAND'S
PROGRAM WITHIN 90 DAYS OF THIS NAVADMIN.
