ANNOUNCED MANDATORY ADSEP PROCESSING BEGINNING IN JULY 2006 FOR ALL
SAILORS WHO HAVE FAILED THREE OR MORE PFA CYCLES WITHIN A FOUR-YEAR
PERIOD AND DO NOT PASS THE SPRING 2006 PFA CYCLE.
2.  SPECIAL CASE WAIVERS.  TO ENSURE FLEET, UNIT, AND SAILOR
READINESS IS MAINTAINED, GUIDANCE FOR PROCESSING 'SPECIAL CASE'
WAIVER REQUESTS IS PROVIDED TO OUTLINE TYPES OF WAIVERS, WAIVER
AUTHORITY, AND RESPONSIBILITY OF COMMANDS, ISICS, TYCOMS, AND
ENLISTED COMMUNITY MANAGERS/OFFICER COMMUNITY MANAGERS.  TWO PRIMARY
CATEGORIES ARE:  A MEMBER S PROGRESS TOWARDS MEETING PFA STANDARDS
(WAIVER FOR PROGRESS); OR THE IMPACT OF THE LOSS ON FLEET, UNIT OR
COMMUNITY (WAIVER FOR READINESS).
    A.  WAIVER FOR PROGRESS.  COMMANDING OFFICERS HAVE THE AUTHORITY
TO GRANT WAIVERS FOR SAILORS SHOWING PROGRESS AS DEFINED IN
OPNAVINST 6110.1H, ENCL (5), PARAS 3(A)(1) AND (2).
    B.  WAIVER FOR READINESS.  COMMANDING OFFICERS MAY REQUEST A
WAIVER FROM ADSEP PROCESSING FROM THEIR ECHELON III COMMANDER, VIA
THEIR ISIC.  FOR PERSONNEL ASSIGNED TO NUCLEAR PROPULSION PROGRAM
ACTIVITIES, AUTHORITY RESIDES WITH THE NAVAL NUCLEAR PROPULSION
PROGRAM MANAGER (CNO (N133)).  ECHELON III COMMANDERS WILL
COORDINATE WITH APPROPRIATE ENLISTED COMMUNITY MANAGERS/OFFICER
COMMUNITY MANAGERS BEFORE MAKING A FINAL DETERMINATION CONCERNING
PERSONNEL READINESS.
3.  WAIVER REQUESTS MUST BE INITIATED WITHIN FOURTEEN DAYS OF
COMPLETION OF THE PFA CYCLE.  FINAL DISPOSITION MUST BE DETERMINED
BY THE WAIVER AUTHORITY WITHIN TWENTY-EIGHT DAYS FROM RECEIPT OF
WAIVER REQUEST.
    A.  COMMANDING OFFICERS WILL IMMEDIATELY NOTIFY ANY SAILOR WHO
IS BEING CONSIDERED FOR A WAIVER AND WILL KEEP THEM INFORMED OF THE
WAIVER STATUS.
    B.  ANY WAIVER GRANTED WILL REMAIN IN EFFECT UNTIL THE NEXT PFA
CYCLE OR UNTIL WAIVER GRANTING AUTHORITY REVOKES IT.
    C.  TOTAL NUMBER OF PERSONNEL WAIVED AND TYPE OF WAIVERS GRANTED
SHALL BE REPORTED QUARTERLY, BY APPROVING AUTHORITY (VIA THEIR
ECHELON III COMMANDER), TO THE PHYSICAL READINESS PROGRAM OFFICE
(OPNAV N153).
