RMKS/1.  This NAVADMIN provides guidance for the certification standards for 
Navy Sexual Assault Prevention and Response (SAPR) Program Managers (PM) per 
references (a) and (b).

2.  Section 1725 of reference (a) requires the Department of Defense (DoD) to 
establish minimum standards for the qualifications necessary to be selected, 
trained and certified for assignment as a SAPR PM.

3.  Commanders and commanding officers (CO) shall ensure that, if assigned, 
SAPR PMs shall:
    a.  Be a service member or DoD civilian employee experienced in 
developing policy, or program management and execution.  It is highly 
recommended that SAPR PMs have experience working with sexual assault or 
domestic violence prevention and response programs.  SAPR PMs within the Navy 
will not work directly with sexual assault victims.
    b.  Meet all standards for selection and training as prescribed by 
reference (b).  At a minimum, Navy SAPR PMs must complete the 40 hour 
National Advocate Credentialing Program approved Navy Sexual Assault Response 
Coordinator (SARC) training within the first 90 days of being assigned the 
position.
    c.  Obtain a letter of recommendation written from their current 
commander or CO certifying the completion of required training and 
suitability for assignment as a SAPR PM.

4.  Reference (b) specifies the types of training required as well as the 
minimum number of hours to become approved and remain current in all 
training.
