RMKS/1.  THIS NAVADMIN ANNOUNCES INTERIM CHANGE TWO TO REF A.

2.  THE SUBMARINE COMMUNICATIONS LIMITED DUTY OFFICER (LDO)
(629X) COMMUNITY HAS BEEN APPROVED TO PARTICIPATE IN THE INFORMATION DOMINANCE 
WARFARE OFFICER (IDWO) QUALIFICATION PROGRAM.  THESE OFFICERS' CONTRIBUTIONS 
TO NAVY INFORMATION DOMINANCE ALIGN CLOSELY WITH THE INFORMATION PROFESSIONAL 
(IP) COMMUNITY.

3.  THOSE 629X OFFICERS MEETING THE FOLLOWING CRITERIA ARE ELIGIBLE FOR 
ACCELERATED QUALIFICATION AS IDWO:
A.  CURRENTLY SERVING ACTIVE DUTY OR RESERVE COMPONENT.
B.  HAVE SERVED AT LEAST 12 MONTHS IN A BILLET CODED WITH THE NAVY OFFICER 
BILLET CLASSIFICATION BELONGING TO THE COMMUNICATIONS (95XX) OR AUTOMATED DATA 
PROCESSING (97XX) GROUPS ON OR BEFORE 31 MAY 2012.
C.  COMPLETED THE IDWO TRAINING MODULE AND TEST ON NAVY KNOWLEDGE ONLINE NO 
LATER THAN 31 MAY 2012.

4.  SUBMARINE COMMUNICATIONS LDO'S MAY ALSO QUALIFY VIA THE ACCELERATED METHOD 
BY POSSESSING ONE OF THE FOLLOWING ADDITIONAL QUALIFICATION DESIGNATION (AQD) 
CODES: GA1 WITH A COMPLETION DATE AFTER 1 MAY 2008, GA2, OR GA3 (IP BASIC, 
INTERMEDIATE, OR ADVANCED
QUALIFICATION) AND COMPLYING WITH PARA 3C NO LATER THAN 31 MAY 2012.

5.  SUBMARINE COMMUNICATIONS LDO'S NOT MEETING ALL REQUIREMENTS OF PARAS 3 OR 
4 ABOVE, MUST COMPLETE THE ENTIRE STANDARD QUALIFICATION PROCESS IDENTIFIED IN 
REFS A AND B.  ACTIVE DUTY AND RESERVE CANDIDATES MUST ATTAIN THE IDWO 
QUALIFICATION WITHIN 36 MONTHS AND 60 MONTHS, RESPECTIVELY, OF STARTING THE 
IDWO PROGRAM.  START DATE MUST BE DOCUMENTED BY THE UNIT IDWO PQS 
QUALIFICATION PROGRAM COORDINATOR.

6.  COMMANDING OFFICERS QUALIFYING 629X OFFICERS FOR ACCELERATED QUALIFICATION 
MUST VERIFY OFFICER ELIGIBILITY WITH THE NAVY CYBER FORCES REQUIREMENTS AND 
PROGRAMS (NAVCYBERFOR N81) POINT OF CONTACT
(POC) PRIOR TO IDWO DESIGNATION.  THE FORMAL QUALIFICATION BOARD AND IDWO PQS 
COMPLETION ARE NOT REQUIRED.  THE CORPORATE DIRECTOR FOR INFORMATION DOMINANCE 
(OPNAV N2/N6C) WILL ADJUDICATE QUESTIONS OF ELIGIBILITY.

7.  COMMANDING OFFICERS WILL FORMALLY DESIGNATE, IN WRITING, 629X LDO'S WHO 
COMPLETE IDWO QUALIFICATION VIA EITHER THE STANDARD PROCESS OR ACCELERATED 
QUALIFICATION.  SEND THE DESIGNATION LETTER TO NAVY CYBER FORCES MANPOWER AND 
PERSONNEL (NAVCYBERFOR N1) POC WHO WILL FORWARD TO THE APPROPRIATE NAVY 
PERSONNEL COMMAND (NAVPERSCOM) OFFICER ASSIGNMENT AND PLACEMENT OFFICE OR 
RESERVE OFFICER STATUS OFFICE (PERS-911).  UPON RECEIPT OF THE DESIGNATION 
LETTER AND VERIFICATION, NAVPERSCOM WILL ASSIGN THE GC0 IDWO AQD.

8.  IDWO WARFARE BREAST INSIGNIA.  COMMANDING OFFICERS ARE AUTHORIZED TO 
PRESENT THE IDWO BREAST INSIGNIA TO NEWLY QUALIFIED OFFICERS UPON REQUIRED 
QUALIFICATION AND ELIGIBILITY CERTIFICATION.

9.  THIS CHANGE WILL BE INCORPORATED INTO THE NEXT UPDATE TO REF A IN CALENDAR 
YEAR 2012.
