RMKS/1.  Reference (a) is cancelled.  This NAVADMIN supersedes reference (a), 
provides updated references, and revised procedures for foreign visitors to 
U.S. Navy facilities. 
 
2.  Office of the Secretary of Defense issued updated guidance for travel by 
U.S. personnel (references (b) and (c)) and international students training 
at U.S. military facilities (reference (d)).  Commands hosting foreign 
visitors will follow the updated procedures below. 
 
3.  Foreign visits are authorized and will be processed with procedures 
outlined in reference (f).  All travel to the United States must adhere to 
the Centers for Disease Control and Prevention (CDC) guidance, the travel 
requirements outlined in references (b) through (e), and all local and state 
COVID-19 guidelines. 
 
4.  All foreign personnel who have not been fully immunized or fully 
recovered from COVID-19 within the previous 90 days traveling from outside 
the U.S. to visit a U.S. Navy command will be required to complete a 10 day 
restriction of movement (ROM) period upon arrival in the U.S.  Vaccinations 
may be of any type approved for use inthe foreign partners country.  USN 
commands hosting foreign visits may, at the direction of the first Flag or 
Senior Executive Service in the chain of command, waive the ROM requirement 
if ROM is impractical, the visit is considered mission essential and 
appropriate safety precautions are in place.  Foreign personnel already in 
the U.S. for over 10 days are not required to ROM.
