RMKS/1. This NAVADMIN solicits applications for the FY-16 Doctoral Studies
Program Selection Board. The Navy is seeking applicants for four quotas in
the doctoral studies program for FY-16. The selection board is tentatively
scheduled to convene October 2014.
2. All studies shall commence no later than September 2015. The following
doctoral degrees and related subspecialty system codes are available at the
Naval Postgraduate School (NPS) in FY-16:

3. Applicants must submit their completed doctoral studies program

NLT 8 August 2014. In addition, applicants must submit an electronic copy of
their signed and completed doctoral studies program application to Navy
Personnel Command (NPC) NLT 8 August 2014. Applications should be
transmitted via encrypted e-mail to angelin.graham@navy.mil.

4. The selection process for NPS is a two-step process. Step one:
Review of academic eligibility for acceptance into doctoral studies at NPS.
Only applicants that meet academic eligibility will be selection-board
eligible. Step two: The selection board will convene at NPC to select
officers from those determined to be selection-board eligible.
5. All applicants must contact their detailer for counseling on the career
impact of participation in the program. In order to be considered by the
selection board, a signed statement from the detailer must be included in the
nomination package.
6. Applications with command endorsement should contain the following
information:
a. Name, rank, social security number (last 4 only)/designator.
b. Current mailing address, telephone, and e-mail.
c. Desired area(s) of study and department of the proposed major subject
area.
d. Educational background (schools attended, degrees awarded, major
thesis topic).
e. Brief outline (200 words or fewer) of specific areas of interest
within the proposed area of study.
f. Certified copies of all undergraduate and graduate transcripts.
g. Results of a graduate record examination general test taken within
the last five years.
h. Fitness reports and training certificates (not including transcripts)
which are not in the official military personnel file or on the officer
summary record.
7. Per ref (b), officers will incur a service obligation of a period of
three times the length of the doctoral studies program, up to a maximum of
five years. The obligation will be served concurrently with any other
service obligation and will commence upon completion of, or withdrawal from,
the program.
8. FY-16 doctoral studies program selection board results will be announced
via NAVADMIN.
