RMKS/1.  THE PURPOSE OF THIS NAVADMIN IS TO ANNOUNCE THE GUIDANCE FOR 
COMPLETING JOINT PROFESSIONAL MILITARY EDUCATION (JPME) PHASE I PRIOR 
TO ASSUMING COMMAND AND TO REEMPHASIZE THE IMPORTANCE OF JPME.

2.  REF A, WHICH REQUIRED UNRESTRICTED LINE (URL) OFFICERS TO COMPLETE 
JPME PHASE I PRIOR TO SCREENING FOR COMMANDER COMMAND, IS CANCELLED.  
EFFECTIVE IMMEDIATELY, ALL URL OFFICERS WHO SCREEN FOR COMMANDER 
COMMAND AFTER 15 APRIL 2010 MUST COMPLETE JPME PHASE I PRIOR TO 
ASSUMING COMMAND OF AN ACTIVE OR RESERVE COMMAND.

3.  THIS CHANGE PROVIDES NEEDED FLEXIBILITY IN VIEW OF DIFFERENT CAREER 
PATH REQUIREMENTS WHILE CONTINUING TO ENSURE THIS IMPORTANT EDUCATIONAL 
MILESTONE OCCURS PRIOR TO ASSUMING COMMAND.  JPME ENHANCES THE ABILITY 
OF OUR LEADERS TO DELIVER MARITIME CAPABILITIES TO JOINT FORCE 
COMMANDERS.  THEREFORE, THIS REQUIREMENT IS NOT WAIVERABLE.

4.  OFFICERS SHOULD DISCUSS JPME OPPORTUNITIES WITH THEIR DETAILERS AND 
ESTABLISH A PLAN TO COMPLETE THIS IMPORTANT PROFESSIONAL REQUIREMENT 
CONSISTENT WITH CAREER GOALS.  INFORMATION ON RESIDENT AND NON-RESIDENT
