RMKS/1. TODAYS CYBER THREAT REACHES BEYOND TRADITIONAL INFORMATION
TECHNOLOGY (IT) AND DATA, TO INCLUDE SUPPORTING OPERATIONAL TECHNOLOGY
NETWORKS AND SYSTEMS THAT ENABLE NEARLY EVERY ASPECT OF THE NAVY'S MISSION.
PER REFERENCE (A), INDUSTRIAL CONTROL SYSTEMS SUPPORTING CRITICAL OPERATIONAL
INFRASTRUCTURE ON NAVY INSTALLATIONS ARE OF PARTICULAR INTEREST. THIS
NAVADMIN DIRECTS ALL SHORE ACTIVITIES, INCLUDING NAVY AND JOINT TENANTS THAT
ARE OCCUPYING FACILITIES AND INFRASTRUCTURE ON NAVY INSTALLATIONS, TO SUBMIT
TO INSPECTION AND ASSESSMENT OF INDUSTRIAL CONTROL SYSTEMS (ICS).
2. COMMANDER, NAVY INSTALLATIONS COMMAND (CNIC), SUPPORTED BY NAVFAC, WILL
CONDUCT THE ASSESSMENTS AND IMPLEMENT CYBER MITIGATIONS PER REFERENCES (A),
(B) AND (C).
3. CYBERSECURITY DISCIPLINE SHOULD BE PART OF EACH COMMANDS WARFIGHTING
CULTURE TO PROTECT THE NAVY SHORE ENTERPRISE FROM PERSISTENT CYBER THREAT.
