RMKS/1.  THIS NAVADMIN ANNOUNCES THE U.S. NAVAL TEST PILOT SCHOOL
SELECTION BOARD SCHEDULED TO CONVENE 26 JULY 2011.   THIS BOARD WILL
SELECT HIGHLY QUALIFIED NAVAL AVIATORS AND NAVAL FLIGHT OFFICERS FOR THE 
U.S. NAVAL TEST PILOT SCHOOL (USNTPS), THE NAVAL POSTGRADUATE SCHOOL 
(NPS) AND THE U.S. NAVAL TEST PILOT SCHOOL (TPS) COOPERATIVE PROGRAM, 
THE U.S. AIR FORCE TEST PILOT SCHOOL (USAFTPS), THE BRITISH EMPIRE TEST 
PILOT SCHOOL (ETPS), AND THE FRENCH TEST PILOT SCHOOL (EPNER).

2.  TO BE ELIGIBLE FOR BOARD CONSIDERATION, AN APPLICATION LETTER AS 
DESCRIBED IN REF A AND A COMMAND ENDORSEMENT MUST BE RECEIVED AT THE NPC 
CUSTOMER SERVICE CENTER (CSC) NOT LATER THAN 20 JUNE 2011.  THE 
ENDORSEMENT SHOULD STATE WHETHER THE APPLICANT, IF SELECTED, IS 
AVAILABLE TO REPORT FOR INITIAL TRAINING AS EARLY AS OCTOBER 2011.
THE SERVICE MEMBER'S EMAIL ADDRESS(ES), PHONE NUMBER(S), AND COLLEGE 
TRANSCRIPTS MUST BE INCLUDED WITH THE APPLICATION.  APPLICANTS WHO 
DESIRE TO BE CONSIDERED FOR THE NPS/TPS COOPERATIVE PROGRAM MUST 
SPECIFICALLY LIST THE COOPERATIVE PROGRAM AS ONE OF THEIR PROGRAM 
PREFERENCES IN THEIR APPLICATION LETTER.

5.  ELIGIBILITY:
    A.  DESIGNATED NAVAL AVIATORS AND NAVAL FLIGHT OFFICERS
    THROUGH
THE GRADE OF LIEUTENANT COMMANDER ARE ELIGIBLE FOR SELECTION.
    B.  THE PREFERRED UNRESTRICTED LINE (13XX) AVIATORS ARE DUE COURSE 
JUNIOR OFFICERS (O-2 OR O-3) WITH FORECASTED TIMING TO COMPLETE THE 
SELECTED TPS PROGRAM, A MINIMUM 24-MONTH TEST TOUR, AND RETURN FOR 
SQUADRON DEPARTMENT HEAD TOUR NOT LATER THAN SCREEN GROUP PLUS 11 YEARS.  
IN THE EVENT THAT THERE ARE INSUFFICIENT QUANTITIES OF WELL-QUALIFIED 
UNRESTRICTED LINE (URL) JUNIOR OFFICERS TO MEET REQUIREMENTS, URL 
LIEUTENANT COMMANDERS WITH EXCEPTIONAL RECORDS MAY BE SELECTED, PROVIDED 
THEY WOULD STILL BE ABLE TO MEET APPLICABLE CAREER MILESTONES.
    C.  DUE TO CURRENT COMMUNITY PRODUCTION SHORTFALLS, VFA NAVAL 
AVIATORS (1310) ARE NOT ELIGIBLE TO APPLY DURING THEIR FIRST SHORE TOUR.
    D.  AEROSPACE ENGINEERING DUTY OFFICER (1510) AVIATORS
    THROUGH
THE GRADE OF LIEUTENANT COMMANDER MAY BE SELECTED IF ABLE TO SERVE A 
MINIMUM 24-MONTH FLIGHT TEST TOUR FOLLOWING GRADUATION FROM TPS AND 
CONTINUE TO MEET CAREER MILESTONES.
