PERSONNEL. INACTIVE RESERVE ADVANCEMENT EXAMINATIONS WILL BE
ADMINISTERED AUGUST 2009 FOR E4/E5/E6 CANDIDATES. ALL CANDIDATES
SERVING ON VOLUNTARY RECALL, ACTIVE DUTY TRAINING, OR ACTIVE DUTY UNDER
ANY PRESIDENTIAL RECALL AUTHORITY, INCLUDING MOBILIZATION, WILL COMPETE

(CREO) NOT LATER THAN 1 JULY 2009. TO PREVENT POTENTIAL EXAMINATION
DISCREPANCIES, COMMANDS SHOULD REFER TO THE LATEST SELECTED RESERVE
RATING ENTRY FOR GENERAL APPRENTICES (REGA) TO DETERMINE ENTRY
REQUIREMENTS FOR GENDET SAILORS. CANDIDATES MUST MAINTAIN THE
RECOMMENDATION OF THE COMMANDING OFFICER TO REMAIN ELIGIBLE FOR
ADVANCEMENT.
B. CANDIDATES WHO REACH HIGH YEAR TENURE (HYT) ON OR AFTER 1
JANUARY 2010 (THE FIRST DAY OF THE ADVANCEMENT
CYCLE) OR HAVE RECEIVED A HYT WAIVER TO REMAIN IN A SELRES STATUS ON OR
AFTER 1 JANUARY 2010, ARE ELIGIBLE TO PARTICIPATE IN THE ADVANCEMENT
EXAM PER MILPERSMAN 1160-130.
PERSONNEL WHO EXCEED THE HYT LIMIT FOR THE NEXT PAYGRADE DO NOT MEET

D. EARLY PROMOTE TIR WAIVER MUST BE IN ACCORDANCE WITH BUPERSINST
1430.16F, PARA 216.F. CANDIDATES WHO HAVE BEEN GRANTED TIR WAIVERS
MUST BE IDENTIFIED IN THE TRANSMITTAL LETTER TO NETPDTC (N321). THIS
WILL PREVENT AUTOMATIC SYSTEM INVALIDATION AS A RESULT OF INSUFFICIENT

REVIEWED WHEN VERIFYING ADVANCEMENT ELIGIBILITY.

HAVE NOT COMPLETED THE "A" SCHOOL PRIOR TO THE EXAMINATION ARE NOT
ELIGIBLE TO PARTICIPATE IN THE EXAMINATION.
(2) SAILORS WHO COMPLETE MANDATORY CLASS "A" SCHOOL PRIOR TO
TAKING THE EXAMINATION AND ARE QUALIFIED IN ALL RESPECTS, ARE ELIGIBLE
TO COMPETE FOR ADVANCEMENT IN THEIR NEW RATING.

A. POINTS FOR OFF-DUTY EDUCATION: SAILORS COMPETING FOR
ADVANCEMENT TO PAYGRADES E4-E6 WILL BE AWARDED TWO POINTS FOR AN
ACCREDITED ASSOCIATES DEGREE AND FOUR POINTS FOR AN ACCREDITED
BACCALAUREATE DEGREE OR ABOVE. EDUCATION POINTS WILL BE AWARDED FOR
THE HIGHEST DEGREE HELD. TO ALLOW SUFFICIENT TIME FOR THE NAVY COLLEGE
CENTER TO PROCESS ALL DOCUMENTS, TRANSCRIPTS FOR SAILORS COMPETING FOR
ADVANCEMENT TO E4-E6 MUST BE RECEIVED BY THE NAVY COLLEGE CENTER NO
LATER THAN 15 JULY 2009. THE NAVY COLLEGE CENTER WILL VALIDATE THE
TRANSCRIPT AND ENTER EDUCATION DATA INTO THE NAVY COLLEGE MANAGEMENT
INFORMATION SYSTEM (NCMIS). WHEN CALCULATING AWARD POINTS LOCALLY, DO
NOT INCLUDE DEGREE AWARD POINTS IN THAT CALCULATION. NCMIS WILL UPDATE
SMART AND BE USED TO CALCULATE THE E4-E6 FINAL MULTIPLE SCORE.
B. FOR RATINGS WITH MULTIPLE EXAMINATIONS, IT IS IMPERATIVE THAT
ESOS ENSURE PROPER EXAMINATION IDENTIFICATION IS USED DURING
EXAMINATION ORDERING AND ANSWER SHEET VERIFICATION (IE. ATI/ATO,
ETR/ETV/ETN, MM/MME/MMW).
INCORRECT EXAMINATION IDENTIFICATION WILL CAUSE EXAMINATIONS TO BE
INCORRECTLY GRADED RESULTING IN ONE OF THE MOST COMMON EXAMINATION
DISCREPANCIES.
C. EXAMINATIONS FOR RECALLED RESERVISTS WILL BE ORDERED BY THE
COMMAND HOLDING THE SERVICE RECORD OF THE MEMBER. AUTHORITY IS GRANTED
TO ADMINISTER EXAMINATIONS TO SELRES CANDIDATES ON ACTIVE DUTY WITH
REGULAR NAVY CANDIDATES 3 SEPTEMBER 2009 FOR E6, 10 SEPTEMBER 2009 FOR
E5, AND 17 SEPTEMBER 2009 FOR E4. THESE CANDIDATES ARE STILL REQUIRED
TO TAKE THE RESERVE EXAMINATION (CYCLE 085) AND NOT THE ACTIVE DUTY
EXAMINATION.
