RMKS/1. OUR CIVIL RESERVE AIR FLEET (CRAF) PARTNERS HAVE OBSERVED 
RECENT INSTANCES OF ERRONEOUSLY COMPUTED WEIGHT, IMPROPERLY DOCUMENTED 
HAZARDOUS MATERIALS AND IMPROPER WEAPONS HANDLING/STORAGE ON CHARTER 
AIRCRAFT TRANSPORTING DEPARTMENT OF THE NAVY (DON) PERSONNEL. CLEARLY, 
THESE DISCREPANCIES POSE SIGNIFICANT RISKS TO FLIGHT SAFETY.

2. REF A COMPREHENSIVELY OUTLINES THE REQUIREMENTS TO ENSURE SAFE AIR 
TRANSPORT OF OUR SAILORS, MARINES, BAGGAGE AND MISSION ESSENTIAL 
EQUIPMENT ON CONTRACTED COMMERCIAL AIRCRAFT. IT IS MANDATORY THAT AMC 
OFFICIALS ARE PROVIDED WITH ACCURATE PERSONNEL, BAGGAGE AND EQUIPMENT 
WEIGHT INFORMATION BY DON ORGANIZATIONS. ADDITIONALLY, ALL DON 
ORGANIZATIONS MUST ENSURE STRICT COMPLIANCE WITH HAZARDOUS MATERIAL 
DOCUMENTATION AND WEAPONS HANDLING PROCEDURES. REVIEW REFERENCE A, 
REVALIDATE TRAINING WITH YOUR SME(S) AND ENSURE OUR NAVY IS IN FULL 
COMPLIANCE.
