RMKS/1.  This NAVADMIN announces an update to the nuclear officer bonus and 
incentive pay continuation bonus (COBO) rates and structure for initial 
contracts, major commanders, and major program managers.  Reference (a) 
contains a comprehensive change summary.
 
2.  Reference (a) increases the amount payable to 1120 submarine officers 
entering initial nuclear officer COBO agreements. Increased payments will be 
executed as follows:
    a.  A submarine officer entering an initial COBO agreement on or after 
the effective date of this revision is eligible for an increased first 
payment of $50K with subsequent payments in line with reference (a).
    b.  Submarine officers are eligible to renegotiate initial COBO contracts 
and receive the one time higher payment if their report date to submarine 
officer advanced course was on or after 1 January 2023.  Contracts may be 
renegotiated on the officer's existing contract anniversary or commissioning 
date and must be at least 3 years in length.  All renegotiations with 
anniversary dates on or later than 25 April 2023 will be preserved.
 
3.  Reference (a) expands eligibility for COBO contracts at the major command 
rate to all served or serving 1120 and 1110 (nuclear surface warfare 
officers) major commanders and major program managers regardless of time in 
service.  Eligible officers may renegotiate their contract for the higher 
rate and must be willing to accept follow on orders.  Eligible officers may 
preserve their anniversary date provided the anniversary date is on or later 
than 25 April 2023.  All other renegotiations will be in line with reference 
(a).
 
4.  This NAVADMIN will remain in effect until superseded or canceled, 
whichever occurs first.
