RMKS/1.  Voters:
    a.  27 June - 4 July is Armed Forces Voter Week. With the 9 November 
general election right around the corner, now is the time to register to vote 
Absentee by completing the Federal Post Card Application (FPCA) at:  
http://www.fvap.gov.
    b.  In-person assistance can be found through your Command Voting 
Assistance Officer (VAO), at your local Installation Voting Assistance Office 
(IVAO), or by emailing vote@navy.mil. A listing for current IVAO locations 
and contact information can be found at http://www.fvap.gov/info/contact/iva-
offices.

2.  Voting Assistance Officers:
    a.  Are encouraged to increase voter awareness through targeted awareness 
and marketing campaigns.  Suggested activities include, but are not limited 
to:  registration drives, advertising in local military media, and plan of 
the day notices.
    b.  Voting Information Management System (VIMS): As of 31 May 2016, 
registration in VIMS is no longer required due to recent updates made to the 
Federal Voting Assistance Program (FVAP) portal.
    c.  FVAP Portal:  Every VAO is required to register for, maintain current 
information in, and log quarterly metrics on the FVAP portal at 
https://www.fvap.gov/portal/login/welcome.html.
    d.  VAOs must distribute FPCAs to all members of their Command by either 
electronic or hard copy means, no later than 15 July 2016.
    e.  The Voting Action Plan outlines specific guidance to support the Navy 
Voting Assistance Program throughout 2016 and can be found at 
http://www.fvap.gov/vao/guidance/html.
