RMKS/1. This NAVADMIN provides details on the Graduate Education Voucher
(GEV) program and guidance for FY-16 program application. Eligibility,
obligated service requirements, subspecialty utilization tour, and authorized
program benefits are prescribed in reference (a). Where information differs
between this NAVADMIN and reference (a), this NAVADMIN takes precedence.
2. GEV funding is authorized for off-duty study in masters degree programs
which meet the requirements of at least one approved Navy subspecialty code
as verified by Naval Postgraduate School (NPS). For FY-16, 125 GEV quotas for
select unrestricted line officers are planned, subject to funding
availability, and all quotas must be allocated by 19 August 2016.

3. Effective immediately, to be considered a distance/distributed learning
program through the GEV program, at least 80 percent of the instructional
program must be delivered online. Travel funding considerations will only be
made for distance learning programs that meet the above GEV distance learning
criteria and have mandated university main campus residency requirements.
