RMKS/1.  The purpose of this NAVADMIN is to solicit nominations for the 2019 
Annual Navy Community Service Awards Program.

2.  Per reference (a), the Navy annually recognizes the most outstanding 
community service program initiatives by individual commands.  The Navy 
Community Service Awards Program includes the following categories:
    a.  USS BAINBRIDGE (CGN 25) Award for Overall Excellence.
        (1) Flagship Sponsor:  Commander, Navy Installations Command (CNIC).
        (2) POC:  Ms. Coleen San Nicolas-Perez, (202) 433-4358, 
coleen.perez@navy.mil.
        (3) This category is open to all commands, regardless of size.  To be 
considered for the award, commands must submit a package consisting of 
nominations from a minimum of three flagship categories listed in paragraphs 
2.B thru 2.F, and must place first in at least one flagship award category in 
the regional competition.
    b.  Personal Excellence Partnership Flagship.
        (1) Flagship Sponsor:  CNIC.

        (3) Categories:  Small (commands with fewer than 200 personnel), 
Medium (200-499 personnel), and Large
(500 or more personnel).

Command.

3.  Per reference (a), CNIC is responsible for administering the Navy 
Community Service Awards Program and coordinating the efforts of flagship 
sponsors and Geographic Region Coordinators (GRC).

4.  Each flagship sponsor will conduct an awards board with judges 
representing Active Duty, Reserve Duty, and community- based organizations.  
The awards board will select Navy-wide winners in each flagship and category.  
The CNIC flagship awards board will also consider nominations for the USS 
BAINBRIDGE (CGN 25) Award for Overall Excellence.

5.  Guidance on submitting nomination packages:
    a.  All Navy commands are eligible to compete for the 2019 Navy Community 
Service Awards program.
    b.  Deadline for commands to submit nominations to the Navy Community 
Service Program GRC is 31 July 2019.
Submissions must be in the format provided in reference (a).  A fillable PDF 
submission data sheet and guidelines are available through the GRC.
    c.  Nominations cannot exceed ten pages in length, with a maximum five 
pages for nomination information and five pages for supporting documents 
(news clippings, letters of appreciation, local community awards, etc.).
    d.  Only the GRC is authorized to submit nominations directly to flagship 
sponsors and to CNIC for the USS BAINBRIDGE (CGN 25) Award for Overall 
Excellence.
    e.  GRCs are responsible for submitting nominations to the appropriate 
flagship sponsor via the Department of the Navy (DON) TRACKER system 
(https://dontracker.navy.mil).

6.  Timeline For Processing Nominations:
    a.  31 July 2019:  Command nomination packages due to GRC.
    b.  30 September 2019:  GRC nominations due to flagship sponsors.
    c.  1-30 October 2019:  Nominations processed through flagship sponsor 
awards boards.
    d.  31 October 2019:  Awards boards finalize nominations.
    e.  29 November 2019:  NAVADMIN released announcing awardees.
    f.  31 December 2019:  Awards plaques and certificates distributed to 
awardees.
