RMKS/1.  THIS NAVADMIN ANNOUNCES THE U.S. NAVAL TEST PILOT SCHOOL (TPS) 
SELECTION BOARD SCHEDULED TO CONVENE 25 JULY 2012.  THIS BOARD WILL SELECT 
HIGHLY QUALIFIED NAVAL AVIATORS AND NAVAL FLIGHT OFFICERS FOR THE U.S. NAVAL 
TEST PILOT SCHOOL (USNTPS), THE NAVAL POSTGRADUATE SCHOOL (NPS)/TPS 
COOPERATIVE PROGRAM, THE U.S. AIR FORCE TEST PILOT SCHOOL (USAFTPS), AND THE 
EMPIRE TEST PILOT SCHOOL (ETPS). 

2.  TO BE ELIGIBLE FOR BOARD CONSIDERATION, AN APPLICATION LETTER AS DESCRIBED 
IN REF A AND A COMMAND ENDORSEMENT MUST BE RECEIVED AT THE NPC CUSTOMER 
SERVICE CENTER (CSC) NOT LATER THAN 18 JUNE 2012.  THE ENDORSEMENT SHOULD 
STATE WHETHER THE APPLICANT, IF SELECTED, IS AVAILABLE TO REPORT FOR INITIAL 
TRAINING AS EARLY AS OCTOBER 2012.  THE SERVICE MEMBER'S EMAIL ADDRESS (ES), 
PHONE NUMBER(S), COLLEGE TRANSCRIPTS AND POST-TPS TEST SQUADRON ASSIGNMENT 
PREFERENCES MUST BE INCLUDED WITH THE APPLICATION.  APPLICANTS WHO DESIRE TO 
BE CONSIDERED FOR THE NPS/TPS COOPERATIVE PROGRAM MUST SPECIFICALLY LIST THE 
COOPERATIVE PROGRAM AS ONE OF THEIR PROGRAM PREFERENCES IN THEIR APPLICATION 
LETTER.  APPLICANTS INTERESTED IN THE COOPERATIVE PROGRAM SHOULD ALSO APPLY 
FOR THE 580 (SYSTEMS ENGINEERING) CURRICULUM AT NPS:

5.  ELIGIBILITY:
    A.  DESIGNATED NAVAL AVIATORS AND NAVAL FLIGHT OFFICERS THROUGH THE GRADE 
OF LIEUTENANT COMMANDER ARE ELIGIBLE FOR SELECTION.
    B.  THE PREFERRED UNRESTRICTED LINE (13XX) AVIATORS ARE DUE COURSE JUNIOR 
OFFICERS (O2 OR O3) WITH FORECASTED TIMING TO COMPLETE THE SELECTED TPS 
PROGRAM AND A MINIMUM 24-MONTH FOLLOW-ON TEST TOUR PRIOR TO THEIR EXPECTED 
DEPARTMENT HEAD TOUR.  IN THE EVENT THAT THERE ARE INSUFFICIENT QUANTITIES OF 
QUALIFIED UNRESTRICTED LINE (URL) JUNIOR OFFICERS TO MEET REQUIREMENTS, URL 
LIEUTENANT COMMANDERS WITH EXCEPTIONAL RECORDS MAY BE SELECTED, PROVIDED THEY 
WOULD STILL BE ABLE TO MEET APPLICABLE CAREER MILESTONES.
    C.  DUE TO CURRENT COMMUNITY PRODUCTION SHORTFALLS, VFA NAVAL AVIATORS 
(1310) AND VFA NAVAL FLIGHT OFFICERS (1320) ARE ONLY ELIGIBLE FOR SELECTION 
WHILE ATTACHED TO THEIR FIRST SEA TOUR FLEET COMMAND OR AFTER YEAR GROUP PLUS 
11 AND NOT SLATED TO AN OP/OP-T DEPARTMENT HEAD TOUR.
    D.  AEROSPACE ENGINEERING DUTY OFFICER (1510) AVIATORS THROUGH THE GRADE 
OF LIEUTENANT COMMANDER MAY BE SELECTED IF ABLE TO SERVE A MINIMUM 24-MONTH 
FLIGHT TEST TOUR FOLLOWING GRADUATION FROM TPS AND CONTINUE TO MEET CAREER 
MILESTONES.   
    E.  APPLICANTS DETERMINED TO HAVE INSUFFICIENT CAREER TIMING TO COMPLETE 
TPS AND A MINIMUM 24-MONTH FOLLOW-ON TEST TOUR MAY BE REMOVED FROM 
CONSIDERATION BY THE BOARD.
