RMKS/1. The FY-26 Promotion Selection Boards to recommend Navy officers on
the Active-Duty List serving in the grades of captain and rear admiral (lower
half) Line and Staff Corps for promotion to the grades of rear admiral (lower
half) and rear admiral will be convened as follows:
16 SEP 24 - Unrestricted Line, Acquisition Line Community, Information
Warfare Community, Supply Corps and Senior Health Care Executive Rear Admiral
17 SEP 24 - Unrestricted Line, Acquisition Line Community, Foreign Area
Officer, Human Resources Officer, Information Warfare Community, Public
Affairs Officer, Civil Engineer Corps, Judge Advocate General's Corps, Senior
Health Care Executive, and Supply Corps Rear Admiral (lower half) TBD -Rear
Admiral/Rear Admiral (lower half) Selective Early Retirement (if needed)
2. Please read this NAVADMIN in its entirety as there is significant
information throughout that may affect your eligibility for consideration by
the board.
3. The Secretary of the Navy has approved the establishment of the
Unrestricted Line (URL) Major Command Screened and Joint Qualified Officer
(JQO) competitive category for selection to rear admiral (lower half). All
eligible active-duty, URL Navy captains with the Major Command Screened (2D4)
additional qualification designation
(AQD) and designated as a JQO or have met the requirements for JQO and are on
the 1 September 2024 Navy Personnel Command JQO service nomination
designation letter will compete for selection to rear admiral (lower half).
This section does not apply to URL officers with the Acquisition Professional
Membership (APM) AQD who are being considered by the Acquisition Line
Community board.
4. Information Warfare Community (IWC). The Secretary of the Navy has
approved the establishment of the IWC JQO competitive category for selection
to rear admiral (lower half). All eligible active- duty Navy Cryptologic
Warfare, Information Professional, Intelligence, Cyber Warfare Engineer,
Maritime Space Officer, and Maritime Cyber Warfare Officer captains
designated as a JQO or have met the requirements for JQO and are on the 1
September 2024 Navy Personnel Command JQO Service Nomination Designation
letter, and all eligible Oceanographer captains regardless of JQO
designation, will compete for selection to rear admiral (lower half). This
section does not apply to IWC officers with the APM AQD who are being
considered by the Acquisition Line Community board.
5. Acquisition Line Community. All eligible active-duty Navy captains
serving in the Unrestricted Line, Engineering Duty, Aerospace Engineering
Duty, Oceanography, Cryptologic Warfare, Information Professional,
Intelligence, Cyber Warfare Engineer, Maritime Space Officer, and Maritime
Cyber Warfare Officer communities with the Acquisition Professional
Membership (APM) AQD will compete for selection to rear admiral (lower half)
as one competitive category in the Acquisition Line Community selection
board. URL and IWC officers with the APM AQD desiring to be considered by
the URL or IWC selection board must request removal of the APM AQD from their
records by contacting their respective detailer within 10 calendar days of
the release of this NAVADMIN.
6. The Secretary of the Navy has approved the establishment of the Human
Resources (HR) JQO competitive category for selection to rear admiral (lower
half). All eligible active-duty, HR Navy captains designated as a JQO or
have met the requirements for JQO and are on the 1 September 2024 Navy
Personnel Command JQO service nomination designation letter will compete for
selection to rear admiral (lower half).
7. The Secretary of the Navy has approved the establishment of the Foreign
Area Officer (FAO) JQO competitive category for selection to rear admiral
(lower half). All eligible active-duty, FAO Navy captains designated as a
JQO or have met the requirements for JQO and are on the 1 September 2024 Navy
Personnel Command JQO service nomination designation letter will compete for
selection to rear admiral (lower half).
8. Senior Health Care Executive Community. All eligible active-duty Navy
captains serving in the Medical Corps, Dental Corps, Medical Service Corps
and Nurse Corps with the 2D2 AQD will compete for selection to rear admiral
(lower half) as one competitive category in the Senior Health Care Executive
selection board.
9. The following list indicates the name, Active-Duty List number, and date
of rank of the senior and junior officers in and below the zone (if
applicable) for consideration for promotion in each competitive category and
grade listed as of the date of this NAVADMIN. In addition, those officers,
on the Active-Duty List and in the same competitive category and grade, who
are senior to the senior officer in zone listed in their category are
eligible for consideration.

10. Only eligible officers may communicate with a promotion selection board
via the Letter to the Board (LTB) process. NAVADMIN
220/19 announced the introduction of a new application known as Electronic
Submission of Selection Board Documents (ESSBD), accessible through MyNavy
Portal (MNP). ESSBD improves the speed, transparency, and confidence of
receipt over current LTB submission methods, such as hard copy and e-mail
submitted letters and related attachments.
a. ESSBD provides board candidates with the capability to electronically
submit LTBs in a standard, consistent format, with or without attachments and
will allow the candidate to see (for content and clarity) exactly what will
be delivered and presented to the board.
b. To utilize ESSBD, candidates must access document services through
MNP at https://www.mnp.navy.mil/group/my-record. On-screen instructions will
direct the submitter thereafter.
c. Submission and subsequent receipt acknowledgement for LTBs submitted
via ESSBD or other means does not constitute confirmation of eligibility for
the boards to which LTBs are submitted. If required, a full visual user
guide is available at https://www.mnp.navy.mil/group/advancement-and-
promotion.
d. LTBs must be received by Navy Personnel Command no later than 2359
(Central Standard Time(CST)) 10 days prior to the convening date of the
respective board, as noted below. Submitters are cautioned to not wait until
the deadline date to submit LTBs via ESSBD or other available avenues.

e. If unable to use ESSBD, the CSCSELBOARD@navy.mil mailbox account is
capable of receiving encrypted correspondence in line with Department of
Defense policy. If sending a board package from a non-NMCI network
(bumed.mil, eu.navy.mil, etc.), please review procedures listed in NAVADMIN
220/19.
f. The written communication may call attention to the board any matter
concerning the record of the officer that the officer considers important.
Written communication may include, as enclosures, correspondence from any
individual concerning the eligible officer. Correspondence not originated by
the eligible officer, including endorsement to the letter of the eligible
officer and letters written on behalf of that officer, must contain a written
acknowledgement by the eligible officer that he or she desires such
correspondence be presented to the board.
Correspondence without such an acknowledgement is considered third- party
correspondence and will be returned without being presented to the board.
Classified correspondence will not be accepted.
11. Questions regarding LTB submission should be directed to MyNavy Career
Center (MNCC) by calling 1-833-330-MNCC (1-833-330-6622/DSN: 882-6622).
12. All officers are reminded of their responsibility to ensure the
completeness and accuracy of their official records prior to the convening
date of the board.
13. Merit reorder will not be authorized for the subject boards.
