RMKS/1.  This NAVADMIN announces the schedule for Advancement Examination 
Readiness Reviews (AERR) from July to December 2013.  
The reviews are held at Naval Education and Training Professional Development 
and Technology Center (NETPDTC) on board Saufley Field, Pensacola, FL.  Per 
ref (a), this NAVADMIN supersedes ref (b) and should be read in its entirety.

2.  Temporary Additional Duty (TAD) travel in support of AERR is considered 
mission critical and is Flag-Approved.

3.  Chief, senior chief, and master chief petty officers on active duty, Full 
Time Support (FTS), and Reservists on Active Duty for Special Work (ADSW) are 
requested to volunteer for the AERR and serve as subject matter experts (SMES) 
in their respective ratings.  These reviews are designed to use TAD SMES, 
provided by fleet and shore-based Commands, to assist with the review and 
development of rating advancement examinations.  All costs pertaining to TAD 
are completely funded by NETPDTC with no additional cost to the attendee's 
parent command.

4.  Every chief should view this solicitation as an opportunity to contribute 
to the development of our 21st Century leaders.  Nominations must be routed 
through, and endorsed by, the commanding officer/officer in charge and command 
master chief/senior chief/chief of the boat and submitted to the NETPDTC point 
of contact.  Depending on the Navy Advancement Center's needs, three to six 
nominees will be selected for each AERR.  The application form can be accessed

6.  Careful consideration should be given to the availability of a nominee to 
serve on an AERR.  This includes deployment schedules and upcoming Temporary 
Duty/Permanent Change Of Station.  Commanding officers and chiefs must 
understand, once selected, AERR duty is not optional.  Members will not be 
excused except in the most extreme cases.

7.  AERR membership nominees should:
    a.  Not have any relatives eligible for advancement in the rating for 
which they are applying.
    b.  Have received at least a must promote recommendation on their latest 
evaluation (waivers may be approved if strong endorsements are provided), and 
have no adverse evaluation as a chief in the last three years.
    c.  Be within Navy body composition standards and have passed the most 
recent physical fitness assessment.
    d.  Not have a fleet reserve, retirement, or high year tenure date within 
one year of the AERR adjourning.  Waiver may be obtained for ratings with 
small populations.
    e.  Not have any financial problems.
    f.  Have an active security clearance, if required by rating.
    g.  Be a well-rounded chief (different platforms and NECS).

8.  The NETPDTC point of contact will coordinate with respective rating 
learning centers and community managers to select the best nominees.  
Selections will be generally be made 45 days prior to each AERR and selectees 
will be notified by NETPDTC point of contact via e-mail.  Further information
