RMKS/1.  THIS NAVADMIN ANNOUNCES THE ARMED FORCES CLASSIFICATION TEST
(AFCT) ADMINISTRATION AND PROCESSING UPDATE.  AFCT TEST SITE EXPANSION 
ANNOUNCED IN REF (A) RESULTED IN 65 AUTHORIZED TEST SITES ADMINISTERING 
OVER 5,000 TESTS ANNUALLY.  THIS EFFORT GREATLY IMPROVED SAILOR OPTIONS 
FOR CAREER CHOICES THROUGH FORCE SHAPING INITIATIVES.  THIS MESSAGE 
ANNOUNCES CHANGES TO TEST ADMINISTRATION AND PROCESSING REQUIREMENTS 
WHICH STREAMLINE PROCEDURES, REDUCE ERRORS THROUGH AUTOMATED SCORING, 
AND RESULT IN REPORTING DIRECTLY INTO THE ENLISTED MASTER FILES (EMF).
TEST MATERIAL SAFEGUARDING AND TESTING ELIGIBILITY REQUIREMENTS 
CONTAINED IN MILPERSMAN ARTICLES 1236-010 AND 1236-030 REMAIN IN EFFECT.
2.  IMPLEMENTATION
    A.  CURRENT FORMS 17A/17B SHALL CONTINUE TO BE USED UNTIL 30 JUNE 
2007.
    B.  NEW TEST FORMS 18F/19G AND ANSWER SHEETS HAVE BEEN DISTRIBUTED
TO ALL ACTIVE AFCT TEST SITES AND SHALL BE USED EFFECTIVE 1 JULY 2007.
3.  OLD MATERIAL DESTRUCTION PROCEDURES
    A.  ALL 17A/17B TEST FORMS, SCORING TEMPLATES, AND ANSWER SHEETS 
SHALL BE DESTROYED AFTER 30 JUNE 2007.
    B.  A DESTRUCTION LETTER DOCUMENTING ALL SERIAL NUMBERS MUST BE 
FORWARDED TO THE NAVY SELECTION AND CLASSIFICATION OFFICE NOT LATER 
THAN 20 JULY 2007.
4.  TEST ADMINISTRATION PROCEDURES
    A.  TEST CONTROL OFFICERS (TCO) SHALL ADMINISTER THE NEW TESTS 
USING VERBATIM INSTRUCTIONS CONTAINED IN THE ADMINISTRATION MANUAL.
    B.  TCO S MUST ENSURE ANSWER SHEETS ARE COMPLETED PROPERLY 
INCLUDING SAILOR SPECIFIC INFORMATION AS REQUIRED ON THE FRONT OF THE 
ANSWER SHEET AND PRIVACY ACT SIGNATURE.
    C.  UPON COMPLETION OF THE TEST, THE TCO SHALL FORWARD ALL ANSWER 
SHEETS UNDER TRANSMITTAL LETTER TO THE NAVAL EDUCATION AND TRAINING 
PROFESSIONAL DEVELOPMENT AND TECHNOLOGY CENTER (NETPDTC N32) FOR 
SCORING.  SEND ANSWER SHEET VIA TRACEABLE MEANS SUCH AS FEDEX.  USE 
REGISTERED MAIL AS AN ALTERNATE MEANS.
5.  SCORING PROCEDURES
    A.  NETPDTC WILL REVIEW THE ANSWER SHEETS TO ENSURE ALL MANDATORY 
DATA FIELDS ARE COMPLETED AND, WHEN NECESSARY, RETURN INCOMPLETE FORMS 
TO THE TCO FOR CORRECTION.
    B.  THE ANSWER SHEETS WILL BE SCANNED, SCORED, AND RESULTS IMPORTED 
DIRECTLY INTO THE EMF.
    C.  NETPDTC WILL SEND NAVAL MESSAGE NOTIFICATION OF TEST RESULTS TO 
THE SAILOR S PERMANENT DUTY STATION.  MESSAGE NOTIFICATION WILL 
NORMALLY BE RECEIVED APPROXIMATELY TWO WEEKS AFTER THE TCO SUBMITS THE 
TEST FOR SCORING.
    D.  THE SAILOR S FIELD SERVICE RECORD CUSTODIAN MUST DOCUMENT THE 
TEST RESULTS ON NAVPERS 1070/604.  NSIPS TRANSACTIONS ARE NO LONGER 
REQUIRED TO UPDATE THE EMF.
