RMKS/1. THIS NAVADMIN ANNOUNCES REVISED SDAP LEVELS FOR REGULAR
COMPONENT AND RESERVE COMPONENT FULL TIME SUPPORT (FTS) SAILORS AND
SUPERSEDES NAVADMIN 101/08. THE SDAP PROGRAM ENHANCES THE NAVY'S
ABILITY TO SIZE, SHAPE AND STABILIZE THE FORCE BY USING A MONETARY
INCENTIVE TO ENCOURAGE SAILORS WITH SPECIFIC DESIGNATED SKILLS TO
APPLY THEIR KNOWLEDGE AND EXPERIENCE TO UNIQUELY CHALLENGING
ASSIGNMENTS.
2. TO RECEIVE SPECIAL DUTY ASSIGNMENT PAY, PERSONNEL MUST BE
FILLING A SPECIAL DUTY ASSIGNMENT PAY AUTHORIZED BILLET WITH ONE OF
THE SPECIAL SKILLS LISTED IN PARA 7. UNLESS OTHERWISE NOTED,
PERSONNEL MAY NOT RECEIVE THIS PAY WHILE ASSIGNED IN EXCESS OF
AUTHORIZED BILLETS. COMMANDS MUST REVIEW THEIR ACTIVITY MANPOWER
DOCUMENT AND ENLISTED DISTRIBUTION VERIFICATION REPORT TO ENSURE THE
NUMBER OF PERSONNEL RECEIVING THIS SPECIAL PAY DOES NOT EXCEED THE
NUMBER OF AUTHORIZED BILLETS FOR THAT SKILL. SERVICE MEMBERS ARE
ONLY AUTHORIZED TO RECEIVE ONE SPECIAL DUTY ASSIGNMENT PAY
ENTITLEMENT.
3. COMMANDS HOLDING SPECIAL DUTY ASSIGNMENT PAY BILLETS ARE REMINDED
THAT ANNUAL RE-CERTIFICATION BEGINS 1 JUNE, OR AS OTHERWISE DIRECTED.
THE DEADLINE FOR THE ANNUAL RE-CERTIFICATION IS 31 AUGUST. GUIDANCE
FOR THE PROCESS WILL BE ANNOUNCED BY A FUTURE NAVADMIN. COMMANDS,
VIA PERSONNEL SUPPORT DETACHMENTS (PSD) IF APPLICABLE, ARE
RESPONSIBLE FOR MAKING ANY RATE ADJUSTMENTS AS DIRECTED BY THIS
NAVADMIN.
4. THE DEPARTMENT OF DEFENSE FINANCIAL MANAGEMENT REGULATION, VOLUME
7A, GOVERNS THE POLICIES AND PROCEDURES FOR THE ADMINISTRATION AND
PAYMENT OF SPECIAL DUTY ASSIGNMENT PAY. COMMANDS AND SERVICING PSDS
ARE RESPONSIBLE FOR ADMINISTERING ALL APPLICABLE CHANGES TO SPECIAL
DUTY ASSIGNMENT PAY PER THIS NAVADMIN AND THE ABOVE-LISTED DIRECTIVES.
