RMKS//1. This NAVADMIN announces convening of the U.S. Naval Test Pilot
School Selection Board on 24 July 2013. This board will select highly
qualified Naval Aviators and Naval Flight Officers for the U.S. Naval Test
Pilot School (USNTPS), the U.S. Air Force Test Pilot School (USAFTPS), and the
Empire Test Pilot School (ETPS).
The Naval Postgraduate School/U.S. Naval Test Pilot School (NPS/TPS)
cooperative program will not be offered during this board.
2. To be eligible for board consideration, an application letter, as
described in ref (a), and a command endorsement must be received at the Navy
Personnel Command (NPC) Customer Service Center (CSC) NLT 17 June 2013. The
endorsement should address whether the applicant, if selected, is available to
report for initial training as early as October 2013. The service member's
email address(es), phone number(s), college transcripts, and post-TPS test
squadron assignment preferences must be included with the application.

be accepted for those applicants who have exhausted all other means of
delivery. E-mail encrypted PDF submissions to cscselboard@navy.mil.
4. Applicants should confirm receipt of their application package and all
correspondence by selecting the customer service link at
http://www.public.navy.mil/bupers-npc/pages/default.aspx or by calling the NPC
CSC at 1-866-U-ASK-NPC (DSN 882-5672).
5. Eligibility:
a. Designated Naval Aviators and Naval Flight Officers through the grade
of lieutenant commander are eligible for selection.
b. The preferred Unrestricted Line (URL) (13XX) aviators are junior
officers (O2 or O3) with forecasted timing to complete the selected TPS
program and a 24-month to 36-month follow-on test tour prior to their expected
department head tour. In the event that there are insufficient quantities of
qualified URL junior officers to meet requirements, URL lieutenant commanders
with exceptional records may be selected, provided they would still be able to
meet applicable career milestones.
c. Due to current community shortfalls, VFA Naval Aviators
(1310) and VFA Naval Flight Officers (1320) junior to lineal number
15180500 or on their first fleet sea tour will be considered for selection.
Additionally, VFA lieutenant commanders who have completed or will complete
their department head or equivalent tour prior to TPS initial training start
date will be considered.
d. Aerospace Engineering Duty Officer (1510) aviators through the grade
of lieutenant commander may be selected if able to serve a 24-month to 36-
month follow-on test tour and continue to meet career milestones.
e. Applicants determined to have insufficient career timing to complete
USNTPS and a minimum 24-month follow-on test tour may have their application
removed from consideration prior to the board convening.
