SEEKING APPLICANTS FOR FOUR QUOTAS IN THE DOCTORAL STUDIES PROGRAM FOR 
FY-09.  THE SELECTION BOARD IS TENTATIVELY SCHEDULED TO CONVENE 15 
OCTOBER 2008.  THIS PROGRAM IS AN EXCELLENT OPPORTUNITY FOR ELIGIBLE 
OFFICERS WHO POSSESS A MASTERS DEGREE (OR SCHEDULED TO COMPLETE A 
MASTERS DEGREE) AND MEET THE CRITERIA SET FORTH IN REF A TO EARN A PHD.
2.  ALL STUDIES WILL BE HELD AT THE NAVAL POSTGRADUATE SCHOOL (NPS) AND 
SHALL COMMENCE NO LATER THAN SEPTEMBER 2009.  THE FOLLOWING DOCTORAL 
DEGREES AND RELATED SUBSPECIALTY SYSTEM CODES (SSC) ARE AVAILABLE IN 
FY-09:

IN ORDER TO BE CONSIDERED BY THE SELECTION BOARD, A WRITTEN/SIGNED 
STATEMENT FROM THE DETAILER MUST BE INCLUDED IN THE NOMINATION PACKAGE.  
STATEMENT SHOULD INCLUDE BUT IS NOT LIMITED TO THE
FOLLOWING:  "I, (DETAILER RANK, NAME, AND TITLE), HAVE ADVISED 
(APPLICANT RANK, NAME) OF THE POTENTIAL CAREER IMPACT OF THIS PROGRAM."

5.  DUE TO THE MINIMAL TIME BETWEEN THE APPLICATION AND BOARD DATES 
THERE WILL BE NO EXTENSIONS TO THIS DEADLINE.
6.  APPLICATIONS WITH COMMAND ENDORSEMENTS SHOULD CONTAIN THE FOLLOWING

    E.  BRIEF OUTLINE (200 WORDS OR FEWER) OF SPECIFIC AREAS OF 
INTEREST WITHIN THE PROPOSED STUDY.
    F.  CERTIFIED COPIES OF ALL UNDERGRADUATE AND GRADUATE TRANSCRIPTS.
    G.  RESULTS OF A GRADUATE RECORD EXAMINATION (GRE) GENERAL TEST 
TAKEN WITHIN THE LAST FIVE YEARS.
    H.  FITNESS REPORTS AND TRAINING CERTIFICATES (NOT INCLUDING
TRANSCRIPTS) WHICH ARE NOT IN THE OFFICIAL MILITARY PERSONNEL FILE
(OMPF) (CD ROM) OR ON THE OFFICER SUMMARY RECORD.
7.  APPLICANTS SHOULD ENSURE ACCURACY OF THEIR OFFICER SUMMARY RECORD 
AND OMPF BEFORE THE BOARD CONVENES.  LETTERS TO THE SELECTION BOARD 
PRESIDENT ARE OPTIONAL BUT ENCOURAGED.  ANY CORRESPONDENCE TO THE BOARD 
MUST BE SENT VIA THE OFFICER CONCERNED IN ACCORDANCE WITH MILPERSMAN 
1401-010.
8.  PER REF B, OFFICERS WILL INCUR A SERVICE OBLIGATION OF A PERIOD OF 
THREE TIMES THE LENGTH OF THE PROGRAM UP TO A MAXIMUM OF FIVE YEARS.  
THE OBLIGATION WILL BE SERVED CONCURRENTLY WITH ANY OTHER SERVICE 
OBLIGATION AND WILL COMMENCE UPON COMPLETION OF OR WITHDRAWAL FROM THE 
DOCTORAL STUDIES PROGRAM.  
9.  SELECTIONS FOR THE FY-09 PHD PROGRAM WILL BE ANNOUNCED VIA NAVADMIN.
