RMKS/1.  This NAVADMIN provides details on the Graduate Education Voucher 
(GEV) Program and guidance for FY-18 program application. Eligibility, 
obligated service requirements, subspecialty utilization tour, and authorized 
program benefits are prescribed in reference (a).  Where information differs 
between this NAVADMIN and reference (a), this NAVADMIN takes precedence.

2.  GEV funding is authorized for off-duty study in masters degree programs 
which meet the requirements of at least one approved Navy subspecialty code 
as verified by Naval Postgraduate School.  For FY-18, 32 GEV quotas for 
select unrestricted line officers are planned, subject to funding 
availability, and all quotas must be allocated by 27 July 2018.
    a.  Quotas are apportioned as follows:
        Aviation officers - 10
        Submarine officers - 8
        Surface Warfare officers  10
        SPECWAR/EOD officers  4

3.  Travel funding considerations will only be made for distance learning 
programs that have 20 percent or less mandated university main campus 
residency requirements.  International travel will not be funded.
