RMKS/1. BEGINNING 1 JUNE 2009, PTS WILL BE EXPANDED TO INCLUDE E6 AND
BELOW SAILORS WITH LESS THAN 14 YEARS OF SERVICE. THE PTS PROGRAM IS A
VITAL PART OF OUR NAVY'S TOTAL FORCE STRATEGY, PROVIDING AN OPPORTUNITY
TO KEEP OUR BEST AND BRIGHTEST SAILORS IN ORDER TO MEET FUTURE FLEET
AND MANPOWER REQUIREMENTS. THIS NAVADMIN DESCRIBES PROCEDURES FOR
IMPLEMENTING ZONE C PTS AND ENHANCEMENTS THAT HAVE BEEN MADE TO THE PTS
PROGRAM OVERALL.
2. PTS FOR ZONE C:
A. ZONE C PTS WILL BE IMPLEMENTED BEGINNING 1 JUNE 2009.
B. ZONE C SAILORS ARE THOSE WHO HAVE MORE THAN 10, BUT LESS THAN
OR EQUAL TO 14 YEARS OF SERVICE.
C. ALL ZONE C SAILORS WITH AN END OF ACTIVE OBLIGATED SERVICE
(EAOS) ON OR AFTER 1 FEBRUARY 2010 ARE REQUIRED TO SUBMIT A PTS
APPLICATION, REGARDLESS OF THEIR REENLISTMENT INTENTIONS.
D. SAILORS MUST HAVE AN APPROVED ZONE C PTS RESERVATION PRIOR TO
REENLISTING, EXTENDING, OR NEGOTIATING ORDERS IF THEIR EAOS MEETS THE
REQUIREMENTS IN PARAGRAPH 2C.
E. ZONE C PTS WILL FOLLOW THE SAME BASIC PROCESSING GUIDELINES AND
PROCEDURES THAT ARE CURRENTLY IMPLEMENTED IN ZONES A AND B PTS AS
ESTABLISHED IN REF B.
F. PER REF B, THE PAGE 13 ENTRY ACCEPTING A RESERVATION QUOTA
WITHIN 30 DAYS OF MESSAGE RECEIPT FOR AN IN-RATE REENLISTMENT OR RATING
CONVERSION WILL BE ENTERED INTO THE NAVY STANDARD INTEGRATED PERSONNEL
SYSTEM (NSIPS). IN SPECIAL CASES WHERE NSIPS IS NOT AVAILABLE,
COMMANDS ARE DIRECTED TO SUBMIT A COPY OF THE PAGE 13 TO NAVY PERSONNEL

4. SUBMISSION AND PROCESSING
A. DEADLINE FOR INITIAL APPLICATIONS FOR ZONE C SAILORS IS 26 JUN
2009. THEREAFTER, SUBMISSION DEADLINE WILL BE THE LAST FRIDAY OF EACH
MONTH. COMMANDS THAT UTILIZE THE PTS SPREADSHEET AND TRANSMIT THEIR
APPLICATIONS VIA EMAIL ARE NOW REQUIRED TO SUBMIT THOSE APPLICATIONS
PRIOR TO THE WEDNESDAY PRECEDING THE LAST FRIDAY OF THE MONTH.
REQUESTS RECEIVED AFTER THE DEADLINE WILL BE PROCESSED THE FOLLOWING
MONTH.
B. THE PRIMARY METHOD OF SUBMISSION WILL BE WEB BASED USING THE
PTS HOMEPAGE LINK ON THE (NPC) WEBSITE,
HTTPS://CUSTOMERSERVICE.AHF.NMCI.NAVY.MIL/PTS/PTSLOGIN.JSP.
ALTERNATIVE METHODS FOR COMMAND SUBMISSION IF WEB ACCESS IS NOT

APPLICANT PER MESSAGE, SEPARATE EACH APPLICANT BY A BLANK LINE.

APPLICATIONS.
(3) FLEET-RIDE CONNECTIVITY TO PTS HAS BEEN DISABLED UNTIL
FURTHER NOTICE.
(4) SHIPS IN EMCOM THAT ONLY HAVE SIPRNET CAPABILITY SHOULD SEND
CLASSIFIED EMAIL TO THEIR SQUADRON/ISIC FOR SUBMISSION OF APPLICATION
INTO THE PTS PROGRAM OR SUBMISSION BY SPREADSHEET TO NPC IAW PARA

C. COMMANDS ARE ENCOURAGED TO UPDATE AN INDIVIDUAL'S PTS REQUEST
IF ANY OF THE FOLLOWING CHANGES: PAY GRADE, EVALUATION PERFORMANCE,
THE SAILOR'S REENLISTMENT DESIRES, OR THE SAILOR'S CONVERSION CHOICES.
COMMANDS MAY CANCEL OR UPDATE PTS REQUESTS BY UTILIZING ONE OF THE
ABOVE MENTIONED PROCESSES.
D. MONTHLY CONVERSION QUOTAS WILL BE PROVIDED ON THE NPC WEBSITE

FROM THE DROP DOWN MENU, THEN SELECT SUBCATEGORY "LISTS"
FOLLOWED BY SECOND SUBCATEGORY "UNIT TRACKING." ON THE TRACKING
CRITERIA PAGE, CHOOSE "PTS" THEN FILTER BY ZONE.
B. AFLOAT UNITS MUST ACCESS THE CIMS WEB VERSION TO OBTAIN THIS
INFORMATION.
6. FUTURE DEVELOPMENTS:
A. FOURTH QUARTER FY-09 - PTS WILL BE EXPANDED TO INCLUDE A
SELECTED RESERVE OPTION. THIS FUNCTION WILL ALLOW AN ACTIVE COMPONENT
(AC) SAILOR TO SIMULTANEOUSLY APPLY FOR BOTH AC AND RC OPPORTUNITIES.
