RMKS/1. THIS MESSAGE UPDATES THE STATUS OF FOREIGN LANGUAGE TESTING DELIVERY
IN THE NAVY AND PROVIDES INFORMATION ON POLICY REGARDING FOREIGN LANGUAGE
TESTING.
2. THE NAVY FOREIGN LANGUAGE TESTING PROGRAM, ESTABLISHED IN REF A, REMAINS
AN ESSENTIAL COMPONENT OF THE DEFENSE LANGUAGE TESTING PROGRAM AND IS CRITICAL
TO NAVY'S ABILITY TO CAPTURE AND MEASURE THE LANGUAGE CAPABILITIES OF ITS
FORCES AND DETERMINE READINESS.
AS PART OF THE PROGRAM, NAVAL EDUCATION AND TRAINING COMMAND
(NETC) IS RESPONSIBLE FOR PROGRAM ACTIVITIES RELATED TO TEST ADMINISTRATIONAND
DELIVERY. THE NAVY FOREIGN LANGUAGE TESTING OFFICE (NFLTO) MANAGES THE
ADMINISTRATION OF FOREIGN LANGUAGE TESTING UNDER THE NAVYFOREIGN LANGUAGE
TESTING PROGRAM IN ACCORDANCE WITH REF B AND IS RESPONSIBLE FOR EXECUTION OF
THE TESTING PROGRAM UNDER THE ADMINISTRATIVE CONTROL OF NETC.
3. THE DEFENSE LANGUAGE PROFICIENCY TESTING (DLPT) SYSTEM IS THE ONLY TEST
BATTERY AUTHORIZED FOR ASSESSING AN INDIVIDUAL'S PROFICIENCY IN A FOREIGN
LANGUAGE. THE WEB-BASED DLPT IS AVAILABLE AT SELECT NAVY COLLEGE OFFICES AND
NAVY ACCESSION POINTS. ORAL PROFICIENCY INTERVIEWS (OPI) ARE AVAILABLE
THROUGH NFLTO, PROVIDED SAILORS MEET ELIGIBILITY REQUIREMENTS SET FORTH IN REF
A.
INFORMATION ON FOREIGN LANGUAGE TESTING AND A FULL LIST OF NAVY FOREIGN
LANGUAGE TESTING SITES ARE AVAILABLE IN TWO LOCATIONS:
A. NAVY KNOWLEDGE ONLINE, CAREER MANAGEMENT PORTAL, NAVY ADVANCEMENT
CENTER, NAVY FOREIGN LANGUAGE TAB.

NAVY.MIL, EDUCATIONAL RESOURCES, DEFENSE LANGUAGE TESTING SITES TAB.
4. DEMONSTRATION OF LANGUAGE PROFICIENCY THROUGH LANGUAGE TESTING IS
NECESSARY TO VALIDATE THE LANGUAGE ABILITY AND SKILLS OF NAVY CAREER LINGUISTS
AND SAILORS WHO ARE ELIGIBLE FOR FLPB PER REF C. THE FLPB PROGRAM
INCENTIVIZES THE ACQUISITION, MAINTENANCE AND ENHANCEMENT OF FOREIGN LANGUAGE
PROFICIENCY AT OR ABOVE LEVELS REQUIRED FOR OCCUPATIONAL AND FUNCTIONAL
PERFORMANCE IN SUPPORT OF ESTABLISHED STRATEGIC LANGUAGE REQUIREMENTS.
A. CAREER LINGUISTS, I.E. MEMBERS OF THE CRYPTOLOGIC
TECHNICIAN,
INTERPRETIVE AND FOREIGN AREA OFFICER COMMUNITIES, ARE REQUIRED TO RECERTIFY
THEIR LANGUAGE PROFICIENCY BY TESTING ANNUALLY.
B. NON-CAREER LINGUISTS WHO WANT TO MAINTAIN ELIGIBILITY FOR FLPB MUST
RECERTIFY ANNUALLY AND MEET OTHER REQUIREMENTS DETAILED IN REF A.
C. PERSONNEL WHO ARE NOT WITHIN 50 MILES OF A LANGUAGE
TESTING
FACILITY MAY BE ELIGIBLE TO RECERTIFY BY TAKING AN OPI AND SHOULD CONTACT THE
NFLTO FOR MORE INFORMATION.
D. SAILORS ARE ENCOURAGED TO ANTICIPATE RECERTIFICATION CHALLENGES AND
PURSUE TESTING AS EARLY AS CURRENT POLICY ALLOWS.
