RMKS/1.  This NAVADMIN announces the establishment of the engineering duty 
officer (EDO) (14XX) in-service procurement program
(IPP) of reference (a).

2.  The Navy must return ships to the fight as quickly as possible, whether 
through peacetime maintenance or battle damage assessment and repair.  This 
IPP, the first to directly commission Sailors to EDO, provides a pathway for 
exceptional Navy divers to continue their waterfront service as commissioned 
officers leading deep ocean recovery, waterway clearance, ship husbandry, 
wartime repair, and research and development missions.

3.  Navy Recruiting Command will begin accepting applications for initial 
14XX accessions beginning in Fiscal Year (FY) 2022 in accordance with Program 
Authorization 101B.  Selected candidates will attend Officer Candidate School 
(OCS) in Newport, Rhode Island starting in FY-23.  Upon completion of OCS, 
candidates will attend the Naval Postgraduate School to earn a required 
technical masters degree with follow-on specialized training at the Naval 
Diving and Salvage Training Center.  Interested Fleet applicants should 
contact their career counselors for additional information regarding the OCS 
application process.
