RMKS/1.  THIS NAVADMIN ANNOUNCES THE RELEASE OF REFS A THROUGH C. THE NAVY SLL 
IS USED TO SHAPE FOREIGN LANGUAGE CAPABILITY AND CAPACITY IN THE FORCE, 
PRIORITIZE DEVELOPMENT OF RELATED TRAINING, AND FACILITATE ADMINISTRATION OF 
NAVY'S FOREIGN LANGUAGE PROFICIENCY BONUS (FLPB) PROGRAM.

2.  SIGNIFICANT CHANGES TO THE SLL INCLUDE:  A REDUCTION IN THE OVERALL NUMBER 
OF LANGUAGES ON THE LIST, RESTRUCTURING OF THE THREE LANGUAGE CATEGORIES, AND 
REALIGNMENT OF MANY LANGUAGES TO DIFFERENT CATEGORIES.  THESE CHANGES REFLECT 
TRENDS IN REQUIREMENTS AND ALLOW NAVY GREATER FLEXIBILITY TO INCENTIVIZE 
LANGUAGES OF OPERATIONAL AND STRATEGIC INTEREST.

3.  AS IT APPLIES TO NEW ELIGIBILITY FOR FLPB, IMPLEMENTATION OF THE 
PROVISIONS OF THE DOD SLL BEGAN IMMEDIATELY.  NAVY'S SLL WILL BEGIN ON 1 JULY 
2011.  COMMANDS ARE ADVISED TO REVIEW THE NEW OPNAVNOTE 5300 UPON PUBLICATION 
TO IDENTIFY SAILORS WHOSE FLPB WILL BE AFFECTED.  THE OPNAV NOTICE CAN BE
