RMKS/1.  THIS NAVADMIN ANNOUNCES THE NAVY'S IMPLEMENTATION OF THE DEPARTMENT 
OF DEFENSE POLICY ALLOWING RESERVE COMPONENT (RC) MEMBERS TO CARRY OVER EARNED 
LEAVE.  REF A AMENDED REF B TO AUTHORIZE RC MEMBERS TO CARRY OVER LEAVE EARNED 
DURING AN ACTIVE DUTY PERIOD TO A SUBSEQUENT ACTIVE DUTY PERIOD SUBJECT TO THE 
LIMITATIONS IN REFS B AND C.  

2.  THE FOLLOWING CRITERIA APPLY:
    A.  POLICY:
        (1) RC SAILORS MAY EARN AND CARRY OVER UP TO 60 DAYS OF ACCRUED LEAVE 
(75 DAYS OF ACCRUED LEAVE BETWEEN OCTOBER 1, 2008 AND SEPTEMBER 30, 2013).
        (2) RC SAILORS CAN CARRY OVER UP TO 120 DAYS OF ACCRUED LEAVE IF 
SERVING IN A COMBAT TAX EXCLUSION ZONE SUBJECT TO THE LIMITATIONS IN REFS A 
AND B.
    B.  PROCESS:
        (1) SAILORS DESIRING LEAVE CARRY OVER WILL SIGN A PAGE 13 DOCUMENTING 
LEAVE CARRIED OVER AT THEIR SERVICING PERSONNEL SUPPORT DETACHMENT 
(PSD)/CUSTOMER SERVICE DESK (CSD) OR PERSONNEL OFFICE AT TIME OF SEPARATION 
FROM AN ACTIVE DUTY PERIOD.  PSD/CSD OR PERSONNEL OFFICE WILL TRANSMIT 
REQUIRED INFORMATION TO DEFENSE FINANCE AND ACCOUNTING SERVICE (DFAS), VIA 
DEFENSE WORKLOAD OPERATIONS WEB SYSTEM.
        (2) DFAS WILL TRACK, VIA DATABASE, THOSE SAILORS WHO HAVE ELECTED TO 
CARRY OVER LEAVE.
        (3) LEAVE SELL-BACK:  MEMBERS MAY SELL BACK CARRIED OVER LEAVE AT 
SEPARATION FROM THEIR NEXT ACTIVE DUTY PERIOD, AT SEPARATION FROM THE SERVICE 
(UNLESS DISCHARGED UNDER OTHER THAN HONORABLE CONDITIONS PER REF C), OR AT 
RETIREMENT.  IN THE EVENT OF MEMBERS DEATH, UNPAID LEAVE ENTITLEMENTS WILL BE 
PAID TO SURVIVING BENEFICIARIES.
        (4) REF B LISTS EXCEPTIONS TO THE 60 DAY CAREER SELL BACK LIMITATION.
        (5) LUMP SUM PAYMENTS OF ACCRUED LEAVE ARE IN ACCORDANCE WITH REFS D 
AND E.  

3.  THE FOLLOWING MILPERSMAN ARTICLES WILL BE UPDATED TO REFLECT CURRENT 
POLICY:  MILPERSMAN 1050-060 LIMITATIONS ON EARNED LEAVE; MILPERSMAN 1050-070, 
SPECIAL LEAVE ACCRUAL; AND MILPERSMAN 7220-340, LUMP-SUM PAYMENT FOR ACCRUED 
LEAVE.
