Rmks/1. This NAVADMIN supersedes ref (a), is effective immediately, and
remains in effect until superseded.
2. To ensure operational effectiveness today and into the future, the
Navy must retain our highest quality and best qualified officers. A
vigorous retention plan, governed by ref (b), requires flexible tools to
ensure we are retaining the right number of officers with the right skills
to optimize our warfighting capability.
3. Program guidance
a. Officer eligibility criteria:
(1) Must be worldwide deployable, and currently serving in the
selected reserve. Members currently serving in the individual ready
reserve (IRR), including a voluntary training unit (VTU) are ineligible.
(2) Must have served satisfactorily in a selected reserve status
for a minimum of three consecutive years immediately prior to submitting a
special pay for retention application.
(3) Must have no current contractual obligations for receipt of
any affiliation bonus, accession bonus, and financial assistance per chapter
56 of ref (c).
(4) Shall agree to serve in the Navy Selected Reserve for a
minimum of three years.
(5) Must be fully qualified in the specific eligible designator,
subspecialty, and paygrade as prescribed in para 3.b below and be serving
in a valid billet.
(6) Must possess and maintain for the duration of the obligated
service required of this special pay period, current valid and
unrestricted health professional license(s)/certification(s) and such
additional credentials and privileges as required to practice in the
critical specialty for which this special pay is authorized.
(7) If eligible, officers will be required to read and sign a
NAVPERS 1070/613 via Navy Standard Integrated Personnel System (NSIPS)
to document the required three year Selected Reserve service obligation
requirement. The following verbiage for the 1070/613 shall be used:
"To gain eligibility for special pay for Retention, I hereby agree
to serve satisfactorily in a Selected Reserve status in the Navy Reserve
in a valid billet and maintain proper credentialing in the critical
skill for which I have applied, for a period of three years from the
date of my signature. I understand that failure to satisfactorily
complete this service obligation due to any reasons caused of my own
free shall result in immediate termination of my eligibility for this
program, cancellation of any unpaid anniversary payments, and, shall lead
to recoupment of any unearned portion (if applicable) of the current
special pay payment (initial or anniversary, as applicable) that I
received. I further understand that if termination is deemed due to
my unsatisfactory participation that I shall not be eligible for any
future entitlement under this program."
(8) All eligible members shall also be required to complete
and sign a special pay for selected reserve healthcare professionals
in critically short wartime specialties written agreement which outlines
the program guidance contained in this message. This agreement must be
requested by the command, using the procedures described in para 4 below.

c. Special pay payments and participation criteria:
(1) Special pay will be in three equal payments per para 3.b above
(less tax).
(2) Initial payment: Will be paid upon receipt and approval of
application by Commander, Navy Reserve Forces Command (CNRFC) Officer
incentives division (N112).
(3) Anniversary payment: Subsequent anniversary payments will
be paid annually on the first day of the month following the anniversary
month in which the eligibility obligation was established. (e.g., the member
gained eligibility for special pay and incurred the required service
obligation on 20 December 2012 the first anniversary payment shall be
approved for payment on 1 January 2014).
(4) Unsatisfactory participation: Failure to serve satisfactorily
in the selected reserve, per current directives, for the entire year for
which payment is made shall result in termination of member's special pay
eligibility. Effective date of termination shall be the date the member
is declared an unsatisfactory participant.
(5) Voluntary transfer from the Selected Reserve: Members who
voluntarily transfer to the IRR, VTU or recall to active duty in the
active forces (this does not include mobilization, active duty for
special work or active duty for training) prior to the completion of
any year in which payment was made shall result in termination of
member special pay eligibility effective on the date of transfer from
the selected reserve.
(6) Involuntary mobilization: Members involuntarily mobilized
shall maintain special pay entitlement during the period of mobilization
and for receipt of anniversary payments payable during this period.
(7) Involuntary transfer from the drilling reserve: For members
who are required to leave the drilling Navy Reserve due to no fault of
their own (i.e., officer selective early retirement board, billet tenure,
a directed reduction in force, apply board), special pay entitlement
will be terminated effective on the date of transfer and the member
will not be entitled to any unpaid anniversary payments. If transfer
is affected prior to completion of the year in which initial or
anniversary payment is made, recoupment of any unearned portion
shall be waived.
(8) Recoupment: Members whose special pay eligibility
is terminated for circumstances contained in para 3.c(4) or
3.c(5) above shall be subject to recoupment per chapter 2 of ref (c).
Note: If eligibility is terminated due to unsatisfactory participation,
member will not qualify for future special pay eligibility.
4. Eligibility determination and incentive application procedures. Navy
Reserve Activities (NRA) shall:
a. Determine eligibility for special pay for retention of all
assigned healthcare officers per this message and refs (c) and (d).
b. NRA point of contact shall assist officers in completing the
application for special pay for retention precertification (PRECERT)
request. The form is located on the COMNAVRESFORCOM Homeport
under N1, N11 Officer Incentives. The NRA point of contact shall
then scan and upload the form using the "Upload Officer Incentive
Packages And Supporting Documents" link located on the Navy Reserve
Homeport Officer Incentives page at https://private.navyreserve.navy.mil
/CNRFC/n-codes/n1/CNRFC_n112a/pages/n112a.aspx.
c. Once eligibility is verified by COMNAVRESFORCOM (N112),
completed Officer special pay for Retention written agreement
will be returned via email to the NRA point of contact for member
and designee signatures.
d. Issuance of a PRECERT number on a written agreement does
not guarantee special pay entitlement. The PRECERT guarantees
funding availability should the officer meet final eligibility
requirements in the time required.
e. After receipt of officer special pay for retention written
agreement, NRA will complete the NAVPERS 1070/613 referenced in
para 3.a(7) above for eligible member.
f. To effect special pay eligibility establishment, the NRA
point of contact will scan and upload a copy of the signed special
pay for retention written agreement and NAVPERS 1070/613 to
COMNAVRESFORCOM (N112) via the link above. If ability to scan is not
available, submit a request for guidance to the
cnrfc_officerbonus_shop@navy.mil.
