RMKS/1. This NAVADMIN solicits applications for the AY 2015-2016 Pol-Mil 
Masters (PMM) program for study in International Relations, National Security 
Affairs, and Strategic Studies. Program applications are due to Navy 
Personnel Command no later than September 5, 2014. The selection board is 
scheduled to convene in early October 2014. Selection board results will be 
announced via a separate NAVADMIN in early December 2014.

2. The PMM program provides Navy officers a graduate education in strategy 
and politico-military affairs at leading civilian institutions (CIVINS) 
throughout the United States. Assignments to the PMM program are for one 
year.
    a. Eligibility. All O3-O5 (including O2s selected for O3 and promoted 
prior to the start of the academic year) unrestricted line officers and 
officers with the following designators: 171x, 181x, and 183x (Full-time 
Support officers are not eligible) who have not already participated in a 
Department of Defense-funded graduate education program. Officers who earned 
a degree through the Tuition Assistance Program or a Service War College 
retain their eligibility for PMM.
    b. Program Specifics. Eight officers will be selected for a one-year 
master's degree program. The two-year PMM is not funded for AY15-16. 
Coursework will start in the summer session or fall semester of 2015. The 
program is recommended for junior officers (O3-O4) who are completing their 
division officer or department head tours, but is open to O5 as well. 
Officers who complete this program will be eligible to receive a 2000P 
National Security Studies subspecialty code as well as the 240 additional 
qualification designation (AQD) code (see reference (a) for instructions). 
Per reference (b), selected officers will carry a full academic load year-
round.  Officers should verify the work experience requirements of the 
civilian institutions of interest prior to completing school applications. 
The approved civilian institutions for AY 2015-2016 are:
       (1) University of Washington (Seattle). One year Master of Arts in 
Applied International Studies (MAAIS) at the Henry M. Jackson School of 
International Studies.
       (2) Harvard University. One-year mid-career Master in Public 
Administration (MC/MPA) at the John F. Kennedy School of Government.
       (3) Johns Hopkins University. One-year Master of International Public 
Policy (MIPP), at the Paul H. Nitze School of Advanced International Studies 
(SAIS).
       (4) University of Virginia. Master of Arts in Foreign Affairs
(International Relations) in the Graduate School of Arts and Sciences, 
Woodrow Wilson Department of Politics.
       (5) Princeton University. Master in Public Policy (MPP) - 
International Relations, Woodrow Wilson School of Public and
International Affairs.  
       (6) Tufts University. One-year Master of Arts Mid-Career Program at 
the Fletcher School of Law and Diplomacy.
       (7) University of Chicago (The Committee on International Relations). 
One-year Master of Arts in International Relations.
       (8) University of California, San Diego.  Master of Arts in Advanced 
Studies in International Affairs (MAS-IA) at the School of International 
Relations and Pacific Studies.
    c. Selection board results. Selectees to the program should submit 
applications to their preferred school(s) from the list above. Applicants 
should also be careful to verify the student application deadline for the 
respective institutions to which they are applying. Selection by the board 
does not imply acceptance to any of the above institutions. PMM selectees 
must compete in the schools' regular application processes for their desired 
programs of study. To maximize probability of acceptance, applicants are 
advised to apply to at least three of the above schools. Applicants are also 
encouraged to improve their competitiveness by including GRE and or GMAT 
scores in their application package.

3. Naval Strategy Community. Graduates will earn the 2000P subspecialty code 
and serve at least one tour in a validated subspecialty billet in either 
politico-military affairs or strategy and policy as soon as possible, but not 
later than the second shore tour after completion of the PMM program.

4. Application procedures. The application format outlined per reference (a) 
will be used. Interested officers should submit applications electronically 
to any of the points of contact below. Ensure electronic copies are clear and 
legible prior to submission. Send hard copy college transcripts and GRE
