RMKS/1. THE
HUMAN RESOURCES CENTER OF EXCELLENCE (HRCOE) WILL HOST THE FY-11 HUMAN
RESOURCES OFFICER ADVANCED COURSE (HROAC) ON 12-23 SEPTEMBER 2011 AT THE NAVAL
POSTGRADUATE SCHOOL'S (NPS) GRADUATE SCHOOL OF BUSINESS AND PUBLIC POLICY
(GSBPP) IN MONTEREY, CA. THE PURPOSE OF THE TWO-WEEK HRAC IS TO PROVIDE
SENIOR-LEVEL HUMAN RESOURCE (HR) OFFICERS (120X) WITH A GREATER UNDERSTANDING
OF THE EVOLVING NAVY TOTAL FORCE DOMAIN
REGARDING:
A. TRENDS IN TOTAL FORCE PERSONNEL MANAGEMENT, FORCE
STRUCTURE PLANNING, POLICY ANALYSIS, RESOURCE MANAGEMENT, BUDGETING, AND
ENLISTED PERSONNEL SUPPLY CHAIN DYNAMICS;
B. MANPOWER ATTRIBUTES FOR ACTIVE, RESERVE, CIVILIAN, AND
CONTRACTORS AND COST IMPACTS TO
BETTER UNDERSTAND AND ADVISE ON USE OF LIMITED RESOURCES PARTICULARLY IN VIEW
OF THE RISING COSTS; AND
C. EXECUTIVE PERSPECTIVES ON STRATEGIC COMMUNICATIONS AND LEADERSHIP
COMPETENCIES AS TOOLS TO WORK AND SUPPORT PERSONNEL POLICY AND FORCE STRUCTURE
CHANGES.
2. COURSE INSTRUCTION WILL BE GIVEN BY NPS FACULTY AND NAVY TOTAL FORCE
SUBJECT MATTER EXPERTS. EXERCISES AND SUPPORTING TOPICS WILL INCLUDE NAVY
WORKFORCE PLANNING, EXECUTION YEAR PERSONNEL COSTS AND FORCE SHAPING OF A
FUTURE WORKFORCE.
3. HROAC IS INTENDED FOR O5 OR O5 SELECT 120X OFFICERS OF ALL COMPONENTS, WHO
POSSESS THE POTENTIAL FOR INCREASED RESPONSIBILITY. QUOTA ASSIGNMENT TO
PARTICIPATE IN HROAC IS NOT CONSIDERED A PREREQUISITE FOR FURTHER PROMOTION,
NOR SHOULD NON -SELECTION BE CONSIDERED A SIGNAL OF NON-COMPETITIVENESS ON THE
PART OF ANY OFFICER. THE HROAC SELECTION COMMITTEE WILL SELECT OFFICERS FROM
A BROAD RANGE OF COMMUNITY CORE COMPETENCY AREAS TO AFFORD A GREATER
UNDERSTANDING OF NAVY AND DEPARTMENT OF DEFENSE (DOD) POLICY ACROSS THE ENTIRE
SPECTRUM OF HR SENIOR LEADERSHIP.
4. APPLICATION FORMS ARE TO BE COMPLETED AND SUBMITTED ONLINE VIA THE HRCOE
WEB SITE, HTTP://WWW.NPS.EDU/GSBPP/HRCOE. SUPPLEMENTS TO THE ONLINE
APPLICATION, ARE A ONE-PAGE REQUEST LETTER FROM APPLICANT WITH A STANDARD
BIOGRAPHY, AS WELL AS THE COMMANDING OFFICER OR IMMEDIATE SUPERIOR IN COMMAND
(ISIC) ENDORSEMENT. BOTH DOCUMENTS ARE REQUIRED AND SHALL BE ADDED AS
ENCLOSURES TO THE APPLICATION FOR UTILIZATION DURING THE SELECTION PROCESS.

5. OFFICERS WHO COMPLETED AN ONLINE HROAC APPLICATION MUST SUBMIT SUPPORTING
DOCUMENTATION WITH COMMAND ENDORSEMENT BY 11 JULY 2011.
6. SUBMISSION OF A TIMELY AND ACCURATE PACKAGE IS THE APPLICANT'S
RESPONSIBILITY; HOWEVER, COMPLETE PACKAGES PROVIDE NO GUARANTEE FOR SELECTION.
INCOMPLETE PACKAGES WILL BE REVIEWED BY THE COMMITTEE, BUT MAY NOT CONTAIN
SUFFICIENT INFORMATION FOR SELECTION.
7. TEMPORARY ADDITIONAL DUTY EXPENSES FOR COURSE ATTENDANCE WILL BE PROVIDED
BY HRCOE FUNDING FOR OFFICERS ON ACTIVE DUTY AND VIA ACTIVE DUTY TRAINING
FUNDING FOR HR SELECTED RESERVE OFFICERS.
8. THE HR COMMUNITY WILL SELECT ATTENDEES VIA SELECTION COMMITTEE.
OFFICERS SELECTED TO
PARTICIPATE WILL BE NOTIFIED VIA E-MAIL AND SELECTION RESULTS WILL BE POSTED
ON THE HR WEB SITE.
