RMKS/1. This NAVADMIN announces the Junior Permanent Military Professor
(JPMP) Board for November 2015. The JPMP Program seeks active duty,
unrestricted line or Information Dominance Corps, post-department head
officers in year groups 02-08, preferably with teaching experience, to join
the faculty at the United States Naval Academy (USNA). Selection for
assignment to the JPMP program is made by an institutional screening board.
2. In addition to the eligibility requirements specified in reference
(a), the following apply:
a. Officers must be available to report to USNA NLT 31 July 2016.
b. Pay grade requirements may not be waived. Officers who failed to
select to O5 two or more times are not eligible to apply. Officers already
selected to O5 or those selected to O5 during the FY-17 promotion cycle are
not eligible.
3. Officers must have a relevant masters degree to serve as JPMPs. For those
applicants who do not have a relevant masters degree at the time of
application, the JPMP program will send a limited number to a selected
civilian institution in the Baltimore, MD or Washington, DC area for
approximately 12 months of graduate education. This will be directly
followed by a teaching assignment to USNA as JPMP until statutory retirement.
4. Officer Community Managers (OCM) will identify year groups eligible
within designators from which a limited number of applicants may be selected.
OCMs will also review all applicant records to ensure compliance with
eligibility requirements.
5. The Nuclear Propulsion Program Manager (OPNAV N133) must release nuclear-
trained submarine and surface officers prior to consideration by the board.
a. Submarine warfare officers must have completed a department head tour
or be senior to those currently assigned as department heads.
b. Surface warfare officers (nuclear) must have completed a tour in a
LCDR-grade nuclear billet aboard a nuclear-powered ship or be senior to those
currently assigned as department heads.
c. All nuclear-trained applicants should seek approval from their OCM
prior to submitting an application.
6. The FY-17 JPMP Selection Board may select up to 18 applicants from the
following fields:
a. Aerospace (aeronautics - including rotorcraft engineering, or
astronautics)
b. Electrical or computer engineering
c. Mechanical or nuclear engineering
d. Naval architecture or ocean engineering
e. Control systems engineering
f. Chemistry
g. Mathematics, statistics, or operations research
h. Oceanography
i. Physics
j. Economics (not business administration)
k. English
l. History
m. French
n. Computer Science, Information Technology, or Cyber Security

9. For the plan of the day/week, use the following draft note: The Navy is
seeking warfare-qualified, post-department head lieutenant commanders to join
the faculty of the United States Naval Academy (USNA) as Junior Permanent
Military Professors (JPMP). Successful applicants must have demonstrated
sustained superior performance in their current designators. Though not
required, those with successful teaching experience will be viewed favorably
during the selection process. Officers selected will provide full-time
instructional support and serve as uniformed role models and mentors for USNA
midshipmen. Selected officers must report to USNA NLT 31 July 2016.
