RMKS/1.  The fiscal year (FY) 24 Promotion Selection Boards to recommend Navy 
officers on the Active-Duty List serving in the grades of Captain and Rear 
Admiral (lower half) Line and Staff Corps for promotion to the grades of Rear 
Admiral (lower half) and Rear Admiral will be convened as follows: 
 
     19 SEP 22 - Unrestricted Line, Acquisition Line Community, 
                 Information Warfare Community, Senior Health Care 
                 Executive and Supply Corps Rear Admiral 
     20 SEP 22 - Unrestricted Line, Acquisition Line Community, 
                 Information Warfare Community, Foreign Expertise, 
                 Senior Health Care Executive and Supply Corps 
                 Rear Admiral (lower half) 
     TBD -       Rear Admiral/Rear Admiral (lower half) Selective 
                 Early Retirement (if needed) 
 
2.  Please read this NAVADMIN in its entirety as there is significant 
information throughout that may affect your eligibility for consideration by 
the board. 
 
3.  The Secretary of the Navy has approved the establishment of the 
Unrestricted Line Major Command Screened competitive category for selection 
to Rear Admiral (lower half).  All eligible Active-Duty, Unrestricted Line 
Navy Captains with the Major Command Screened (2D4) additional qualification 
designation (AQD) will compete for selection to Rear Admiral (lower 
half).  This section does not apply to Unrestricted Line officers with the 
Acquisition Professional Membership (APM) or Foreign Expertise (FE1) AQDs who 
are being considered by the Acquisition Line Community or FE1 boards. 
 
4.  Acquisition Line Community.  All eligible Active-Duty Navy Line Captains 
serving in the Unrestricted Line, Engineering Duty, and Aerospace Engineering 
Duty communities with the APM AQD will compete for selection to Rear Admiral 
(lower half) as one competitive category in the Acquisition Line Community 
selection board. Unrestricted Line officers with the APM AQD desiring to be 
considered by the Unrestricted Line selection board must request removal of 
the APM AQD from their records by contacting their respective detailer within 
10 calendar days of the release of this NAVADMIN. 
 
5.  FE1 Community.  All eligible Active-Duty Navy Line Captains serving in 
the Unrestricted Line, Foreign Area Officer, Oceanography, Cryptologic 
Warfare, Information Professional, Intelligence and Cyber Warfare Engineer 
communities, who hold the FE1 AQD will be considered by the FE1 Community 
selection board. Unrestricted Line, Foreign Area, Oceanography, Cryptologic 
Warfare, Information Professional, Intelligence and Cyber Warfare Engineer 
officers with the FE1 AQD desiring to be considered by their respective 
community selection board must request temporary removal of the FE1 AQD from 
their records by contacting their respective detailer within 10 calendar days 
of the release of this NAVADMIN. 
 
6.  An eligible officer can only be considered by one board.  If an eligible 
officer has both the APM and FE1 AQDs and does not request to have one of the 
AQDs removed, the officer will be considered by their respective community 
selection board, providing they meet the eligibility criteria for their 
community board, and will not be considered by the Acquisition Line Community 
or the FE1 Community board. 
 
7.  Senior Health Care Executive Community.  All eligible Active-Duty Navy 
Captains serving in the Medical Corps, Dental Corps, Medical Service Corps 
and Nurse Corps with the 2D2 AQD will compete for selection to Rear Admiral 
(lower half) as one competitive category in the Senior Health Care Executive 
selection board. 
 
8.  The following list indicates the name, Active-Duty List number, and date 
of rank of the senior and junior officers in and below the zone (if 
applicable) for consideration for promotion in each competitive category and 
grade listed as of the date of this NAVADMIN.  In addition, those officers, 
on the Active-Duty List and in the same competitive category and grade, who

9.  Only eligible officers may communicate with a promotion 
selection board via the Letter to the Board (LTB) process.  NAVADMIN 
220/19 announced the introduction of a new application known as 
Electronic Submission of Selection Board Documents (ESSBD), 
accessible through MyNavy Portal (MNP).  ESSBD improves the speed, 
transparency, and confidence of receipt over current LTB submission 
methods, such as hard copy and e-mail submitted letters and related 
attachments. 
    a.  ESSBD will be available for all promotion, advancement and 
selection boards. 
    b.  ESSBD provides board candidates with the capability to 
electronically submit LTBs in a standard, consistent format, with or 
without attachments, and will allow the candidate to see (for 
content and clarity) exactly what will be delivered and presented to 
the board. 
    c.  To use ESSBD, candidates must access document services 
through MNP at https://www.mnp.navy.mil/group/my-record.  On-screen 
instructions will direct the submitter thereafter. 
    d.  Submission and subsequent receipt acknowledgement for LTBs 
submitted via ESSBD or other means does not constitute confirmation 
of eligibility for the boards to which LTBs are submitted.  If 
required, a full visual user guide is available at 
https://www.mnp.navy.mil/group/advancement-and-promotion. 
    e.  LTBs must be received by Navy Personnel Command not later 
than 2359 (central time) 10 days prior to the convening date of the 
respective board.  Submitters are cautioned to not wait until the 
deadline date to submit LTBs via ESSBD or other available avenues.

NAVADMIN 220/19 and MILPERSMAN 1420-010 for alternative submission 
methods. 
    g.  The written communication may call attention to the board 
any matter concerning the record of the officer that the officer 
considers important.  Written communication may include, as 
enclosures, correspondence from any individual concerning the 
eligible officer.  Correspondence not originated by the eligible 
officer, including endorsement to the letter of the eligible officer 
and letters written on behalf of that officer, must contain a 
written acknowledgement by the eligible officer that he or she 
desires such correspondence be presented to the board. 
Correspondence without such an acknowledgement is considered third- 
party correspondence and will be returned without being presented to 
the board.  Classified correspondence will not be accepted.  All 
officers are reminded it is their responsibility to ensure their 
personnel records are substantially accurate and complete. 
 
10.  Merit reorder will not be authorized for the subject boards.
