GENTEXT/REMARKS/1. THIS NAVADMIN ANNOUNCES REVISIONS TO THE
SPECIAL LEAVE ACCRUAL (SLA) POLICY RESULTING FROM HURRICANES KATRINA
AND RITA. THESE STORMS GREATLY REDUCED LEAVE OPPORTUNITIES FOR MANY
SAILORS DURING THE FINAL DAYS OF FY-05 WHEN MANY WOULD HAVE TAKEN
LEAVE TO REDUCE THEIR USE OR LOSE LEAVE BALANCE. PER REFERENCES A
AND B, ALL ACTIVE DUTY MEMBERS WHO WERE DIRECTLY AFFECTED BY
HURRICANES KATRINA OR RITA, OR WHO PARTICIPATED IN DIRECT SUPPORT OF
HURRICANE RELIEF OPERATIONS, WHO WOULD NOT OTHERWISE HAVE LOST
ANNUAL LEAVE ON 1 OCT 05, ARE AUTHORIZED TO CARRY OVER AS MANY AS
120 DAYS OF LEAVE AS SPECIAL LEAVE ACCRUAL. ANY AMOUNT IN EXCESS OF
60 DAYS MUST BE USED BEFORE 30 SEP 08.
2. THE FOLLOWING CATEGORIES CAN BE USED AS GUIDANCE TO DETERMINE IF
MEMBERS MEET THE SLA REQUIREMENTS OF THIS NAVADMIN.
A. MEMBERS STATIONED IN THE REGIONS IMPACTED BY HURRICANES
KATRINA OR RITA WHO POSSESSED A LEAVE BALANCE GREATER THAN 60 DAYS
AT THE END OF FY-05, OR OTHERWISE FORFEITED A LEAVE BALANCE IN EXCESS
OF 60 DAYS EFFECTIVE 1 OCT 05.
B. MEMBERS ASSIGNED TO ANY UNIT DEPLOYED TO THE GULF COAST
REGION IN SUPPORT OF HURRICANE RELIEF OPERATIONS.
C. ANY MEMBER WHO PROVIDED EXTENDED MAINTENANCE SUPPORT FOR THE
EXTREME HIGH OPERATIONAL TEMPO DURING THE RESCUE AND RECOVERY
OPERATIONS.
D. ANY MEMBER WHO PROVIDED EXTRAORDINARY ADMINISTRATIVE
ASSISTANCE IN SUPPORT OF HURRICANE RESCUE OR RELIEF OPERATIONS, AND
AS A RESULT WAS UNABLE TO TAKE LEAVE.
E. ANY MEMBER WHO INDIVIDUALLY PARTICIPATED IN RESCUE OR
RECOVERY MISSIONS.
3. ALL REQUESTS FOR SLA MUST BE SUBMITTED PER REFERENCES C AND D BY
1 AUG 06. COMMANDING OFFICERS ARE RESPONSIBLE FOR DETERMINING
ELIGIBILITY AND ENSURING APPROPRIATE SERVICE RECORD ENTRIES ARE MADE.
4. INDIVIDUALS WHO MEET THE REQUIREMENTS LISTED ABOVE AND HAVE
SINCE SEPARATED OR RETIRED SHOULD CONTACT THE NEAREST PERSONNEL
SUPPORT DETACHMENT IN ORDER TO REQUEST REINSTATEMENT OF LOST LEAVE.
RETIRED MEMBERS WHO HAVE ALREADY SOLD THE MAXIMUM 60 DAYS ARE NOT
ELIGIBLE.
