RMKS/1.  This award recognizes both military and civilian logisticians who 
epitomize excellence in the realm of logistics planning and execution, 
ensuring our delivery of capability and sustainment to the Fleet is hand-in-
hand with timely provision of end-to-end logistics support, such that Navy 
Infrastructure and Logistics are best postured to provide persistent support 
in unpredictable environments.  It is with great pleasure that I announce the 
2020 Admiral Stan Arthur Award Winners: 
    a.  2020 Military Logistician of the Year is Lieutenant Commander Blake 
Harpel, USN, Logistics and Engineering Deputy Director, Naval Special Warfare 
Group TWO. 
    b.  2020 Civilian Logistician of the Year is Ms. Deborah Anderson, 
Logistics Principle Assistant Program Manager, PEO Ships/PMS 317, Naval Sea 
Systems Command. 
    c.  2020 Logistics Team of the Year is the USS THEODORE ROOSEVELT (CVN 
71) Supply Department. 
 
2.  These awardees exemplify the importance of logistics to achieving the 
Navys mission and innovating across the DOTmLPF-P spectrum to advance our 
competitive edge over our adversaries. 
 
3.  2020 Admiral Stan Arthur Award Winner Runner-ups: 
    a.  2020 Military Logistician of the Year runner-up is OS1(SW) George M. 
Breskovic, Planned Fleet Support Coordinator, Naval Information Warfare 
Center Pacific. 
    b.  2020 Civilian Logistician of the Year runner-up is Mr. John Hyatt, 
Direct Attack Weapons, Assistant Program Manager for Logistics, PMA-201, 
Naval Air Systems Command. 
    c.  2020 Logistics Team of the Year runner-up is the Pacific Unmanned 
Aerial Vehicles (UAV) Information Operations Team, UAV Information Ops Team, 
Naval Information Warfare Center Pacific. 
 
4.  OPNAV N4 will contact winning commands to make arrangements for the 
presentation of plaques, cash awards and certificates.  Additionally, the 
winners will have their names engraved on permanent display in the OPNAV N4 
spaces. 
 
5.  My heartiest congratulations to all of our award winners and nominees!  I 
would like to also extend my gratitude for the superlative innovative 
solutions that have resulted in quantifiable benefits to the United States
