RMKS/1. This NAVADMIN solicits applications for the FY-16 Command Master
Chief (CMC) and Command Senior Chief (CSC) Selection Board applications. The
duties and responsibilities of the CMC and CSC are contained in ref (a). The
FY-16 CMC/CSC Selection Board is scheduled to be held 26-30 January 2015.
2. Highly motivated master chiefs and senior chiefs, including those in a
frocked status, and who meet the requirements of ref (a), are encouraged to
apply for the program. The deadline to apply is 8 December 2014 and packages
postmarked after 8 December 2014 will not be considered.
3. Eligible master chiefs and senior chiefs will not have greater than 26
years of service (YOS) for CMC or 22 YOS for CSC. A waiver may be considered
based on a fleet master chief (FLTCM) or respective force master chief
(FORCM) endorsement. Contact the CMC/CSC detailer (PERS-40FF) at
brent.tidwell@navy.mil for a waiver example. Waivers must be submitted to
PERS-40FF from FLTCM or FORCM candidates by 1 October 2014.
4. Packages are to be completed and submitted per ref (a). Forms
are available for download from naval forms online at:
https://navalforms.documentservices.dla.mil/web/public/home. In
addition to requirements contained in ref (a), packages shall
include:
a. Letter of endorsement signed by the member's current commanding
officer (CO) and cannot be delegated.
b. Letter of endorsement signed by the member's CMC.
c. Letter of endorsement signed by the member's FORCM. All full time
support (FTS) and selected reserve (SELRES) candidates will go through the
Reserve Forces FORCM.
d. Command Master Chief Selection Nomination (NAVPERS 1306/95). This
form will be used to document the completion of the CMC/Chief of the Boat/CSC
charge book (OPNAV 1306/1), and to document the endorsement and
recommendations of the board. The board will consist of the following:
(1) Immediate Superior in Command (ISIC) CMC - chairperson

(3) Serving CMC - (9580, 9579, 9578)
e. Clear copies of the last five chief evaluations or fitness reports.
f. Copy of graduate certificate from Senior Enlisted Academy or
equivalent course if member has attended.
5. CMC/CSC Program selectees will be assigned by the CMC/CSC detailer based
on billet availability, experience, and qualifications. If an authorized CSC
billet is not available, CSC may be detailed to source rating detailer for a
minimum activity tour, until one becomes available.
6. All active-duty and FTS/SELRES CMC/CSC packages will be collected by the
candidates respective FORCM or ISIC CMC and mailed to the following address:
