ADVANCEMENT SYSTEM (NEAS) THAT WILL BE IMPLEMENTED FOR PAYGRADES
E-4 THROUGH E-6 BEGINNING IN ADVANCEMENT CYCLE 081 (RESERVE)
AUGUST 2007 AND ADVANCEMENT CYCLE 196 (ACTIVE/FTS) SEPTEMBER 2007.
2. CHANGES TO THE FINAL MULTIPLE SCORE (FMS) ARE AS FOLLOWS: THE
WEIGHT OF THE PERFORMANCE MARK AVERAGE (PMA) FROM A SAILOR S
EVALUATION PROMOTION RECOMMENDATION HAS INCREASED BY 7 PERCENT
WITH THE GRADATION INCREASED FROM 12 TO 16 POINTS BETWEEN AN EARLY
PROMOTE AND A PROMOTABLE RECOMMENDATION. THE WEIGHTINGS OF
SERVICE IN PAYGRADE (SIPG) AND PASS NOT ADVANCED (PNA) POINTS
HAVE DECREASED BY APPROXIMATELY ONE-HALF.

(NETPDTC), NAVY PERSONNEL COMMAND (NPC) AND OPNAV N131/2 AND ARE
INTENDED TO PROVIDE COMMANDING OFFICERS WITH MORE INFLUENCE ON
THEIR SAILORS ADVANCEMENTS.
7. THE CREDITING OF POINTS TOWARD THE FMS FOR COMPLETION OF FORMAL
EDUCATION BEGINNING IN ADVANCEMENT CYCLE 085 (RESERVE) AUGUST 2008
AND ADVANCEMENT CYCLE 200 (ACTIVE/FTS) SEPTEMBER 2008 WILL RESULT
IN A NEW FMS COMPUTATION. A SPECIFIC UPDATE DETAILING THAT
INITIATIVE WILL BE RELEASED SEPCOR.
