RMKS/1. The Master Chief Petty Officer of the Navy (MCPON) is pleased 
to announce the selection of CMDCM Troy Rudisill stationed onboard 
Fighter Squadron Composite THIRTEEN (VFC-13) as the 2021-22 MCPON 
Delbert D. Black Leadership Award recipient. 
 
2.  CMDCM Rudisill was selected from a field of four outstanding 
finalists representing the finest Command Master Chiefs and Command 
Senior Chiefs in the Navy.  Congratulations to him and the other three 
finalists:
