RMKS/1. In accordance with reference (a), the navy recognizes outstanding 
community service projects each year. Awards are presented in five flagship 
sponsored categories: Personal excellence partnership; health, safety and 
fitness; project good neighbor; campaign drug free; and environmental 
stewardship. Awards are presented to shore, sea, and overseas commands.

2. It is with great pleasure that I announce the 2013 Personal Excellence 
Partnership Flagship Award winning commands:

   a. Small Shore Winner: Center for Naval Aviation Technical  Training Unit, 
Whidbey Island, Honorable Mention: Naval Support Activity Lakehurst.

   b. Medium Shore Winner: Naval Air Station Whiting Field, Honorable 
Mention: Navy and Marine Corps Intelligence Training Center.

   c. Large Shore Winner: Joint Expeditionary Base Little Creek-Fort Story, 
Honorable Mention: Naval Submarine Base Kings Bay.

   d. Small Sea Winner: Fleet Ballistic Missile Operational Test Support Unit 
TWO.

   e. Medium Sea Winner: USS WHIDBEY ISLAND (LSD 41).

   f. Large Sea Winner: Assault Craft Unit FOUR, Honorable Mention: USS 
NIMITZ (CVN 68).

   g. Small Overseas Winner: Navy Munitions Command, East Asia Division, Unit 
Guam.

   h. Medium Overseas Winner: USS ANTIETAM (CG 54).

   i. Large Overseas Winner: USS GEORGE WASHINGTON (CVN 73), Honorable 
Mention: U.S. Naval Hospital Guam.
