SUBJ/NOTICE OF CONVENING FY-21 ACTIVE-DUTY REAR ADMIRAL AND REAR ADMIRAL 
(LOWER HALF) PROMOTION SELECTION BOARDS (CORRECTED COPY)//

RMKS/1.  The FY-21 Promotion Selection Boards to recommend Navy officers on 
the Active-Duty List serving in the grades of captain and rear admiral (lower 
half) Line and Staff Corps for promotion to the grades of rear admiral (lower 
half) and rear admiral will be convened as follows:

     11 SEP 19 - Unrestricted Line, Acquisition Line Community,
                 Information Warfare Community, Senior Health Care
                 Executive, and Supply Corps Rear Admiral
     16 SEP 19 - Unrestricted Line, Acquisition Line Community,
                 Information Warfare Community, Foreign Expertise
                 Community, Dental Corps, Nurse Corps, and Supply
                 Corps Rear Admiral (lower half)
      TBD -      Rear Admiral/Rear Admiral (lower half) Selective
                 Early Retirement (if needed)

2.  Acquisition Line Community.  All eligible active-duty Navy line captains 
serving in the Unrestricted Line, Engineering Duty, and Aerospace Engineering 
Duty communities with the APM additional qualification designation (AQD) will 
compete for selection to Rear Admiral (lower half) as one competitive 
category in the Acquisition Line Community selection board.  Unrestricted 
Line officers with the APM AQD desiring to be considered by the Unrestricted 
Line selection board must request removal of the APM AQD from their records 
by contacting their respective detailer within 10 calendar days of the 
release of this NAVADMIN.

3.  Information Warfare Community (IWC).  The Secretary of the Navy has 
approved the establishment of the Cyber Warfare Engineer (1840) competitive 
category within the IWC.  Effective immediately:

    a.  The IWC now consists of officers in the Oceanography (1800), 
Cryptologic Warfare (1810), Information Professional (1820), Intelligence 
(1830) and Cyber Warfare Engineer (1840) competitive categories.
    b.  Cyber Warfare Engineers will no longer re-designate to Cryptologic 
Warfare (1810) or Information Professional (1820) after a period of five 
years.
    c.  Captains with the Cyber Warfare Engineer (1840) designator may be 
eligible for consideration by the FY-21 Active-Duty Navy Rear Admiral (lower 
half) IWC Promotion Selection Board.  Upon selection to the grade of Rear 
Admiral (lower half), the officers will re- designate to IWC (1860).  
Affected captains with the Cyber Warfare Engineer (1840) designator are 
directed to verify their promotion eligibility by reviewing paragraph 5 of 
this NAVADMIN.
    d.  Secretary of the Navy Instruction 1400.1C, Officer Competitive 
Categories for the Active Duty List of the Navy and Marine Corps, will be 
modified accordingly to reflect this change.

4.  Foreign Expertise Community.  All eligible active-duty Navy line captains 
serving in the Unrestricted Line, Foreign Area Officer, Oceanography, 
Cryptologic Warfare, Information Professional, Intelligence and Cyber Warfare 
Engineer communities, who hold the FE1 additional qualification designation 
(AQD) will be considered by the Foreign Expertise Community selection board.  
Unrestricted Line, Foreign Area, Oceanography, Cryptologic Warfare, 
Information Professional, Intelligence and Cyber Warfare Engineer officers 
with the FE1 AQD desiring to be considered by their respective community 
selection board must request temporary removal of the FE1 AQD from their 
records by contacting their respective detailer within 10 calendar days of 
the release of this NAVADMIN.

5.  The following list indicates the name, Active-Duty List number, and date 
of rank of the senior and junior officers in and below the zone (if 
applicable) for consideration for promotion in each competitive category and 
grade listed as of the date of this NAVADMIN.  In addition, those officers, 
on the Active-Duty List and in the same competitive category and grade, who 
are senior to the senior officer in zone listed in their category are 
eligible for consideration.

at (833)330-MNCC (6622).  Written communication may call to the attention of 
the board any matter concerning himself/herself that the officer considers 
important.  The written communication must be in accordance with MILPERSMAN 
article 1420-010 and may include, as enclosures, correspondence from any 
individual concerning the eligible officer.  Correspondence not originated by 
the eligible officer, including endorsements to the officer's letter, and 
letters written on behalf of that officer, must contain a written 
acknowledgement by the eligible officer that he or she desires that such 
correspondence be presented to the board.
Correspondence without such acknowledgment is considered third party 
correspondence and will be returned.  Classified correspondence will not be 
accepted.

7.  The cscselboard@navy.mil mailbox account is capable of receiving 
ENCRYPTED correspondence in accordance with DoD policy.

EU.NAVY.mil, etc.), please visit https://dod411.gds.disa.mil to download the 
required mailbox certificate.  To download the "Cert" (please note, you MUST 
be using MS Outlook with a CAC reader, including ActivClient software and 
have Internet Explorer or Netscape 7.X), go to https://dod411.gds.disa.mil, 
type cscselboard@navy.mil in the "E- Mail address" field, then click 
"Search." Click the "BUPERS" link under "Last Name."  Click on the link 
Download Certificate(s) as vCard."  Click "Software Certificate for 
cscselboard@navy.mil."
Click the "Open" button from the "File Download" pop-up.  The certificate 
will then open.  Click "Save and Close."  The certificate is then saved to 
the profile and can be used to send your encrypted e-mail.
